About this file
This is a Notice of Intent to Sole Source from the Uniformed Services University of the Health Sciences (USU).
USU intends to award a sole-source, firm-fixed-price contract to Watermark Insights, LLC (10900-B Stonelake Boulevard, Suite 350, Austin, Texas 78759) for software platform implementation and licensing supporting accreditation planning, self-study documentation, course evaluations, and surveys software subscriptions. The contract will include a base year with up to four option years as part of USU's Academic Systems Modernization initiative. The justification for sole-source procurement is that the Watermark software platform implementation can only be reasonably performed by Watermark, and no resellers currently exist for these specific applications. The procurement will follow FAR Part 13.106-1(b)(1)(i) procedures.
In accordance with FAR 5.207(c)(16)(i), all responsible sources are invited to submit bids, proposals, or quotations by the closing date listed in the notice. Responses must provide clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested offeror can meet USU's stated needs. Responses must be submitted via email to the contact listed in the notice. The Government will not be responsible for any costs incurred in responding to this notice. Information received will be considered to determine whether to conduct a competitive procurement instead.
