About this file
This document is a Notice of Intent to Accept a Best Value Offer from the Division of Capital Asset Management and Maintenance (DCAMM) for the acquisition of five pieces of custom-made furniture in connection with the State House Executive Office and West Wing Improvements Project. The furniture includes two side tables for the Executive Office Reception Area, two podiums for use by the Governor and other government officials, and an antique reproduction-style AV armoire for the Governor's Council Chambers. Montachusett Regional Vocational Technical School and Bay Path Regional Technical High School will each provide one table and one podium at the cost of materials, while the North Bennet Street School will custom design and build the AV armoire in mahogany for $20,000. DCAMM intends to accept these Best Value Offers from the three local schools to promote their technical programs and provide custom-made furniture for this historically significant space. The purpose of this notice is to determine if there are any other qualified Massachusetts educational entities interested in providing a comparable or better offer for these five pieces of custom-made furniture.
The document specifies that DCAMM will review only proposals from Massachusetts educational programs and determine whether to withdraw the notice, accept the offers from the three schools and any other entities providing a comparable or better offer, or conduct a fair, open, and competitive procurement. The custom furniture pieces are to be completed and delivered to the Massachusetts State House by the end of the 2013-2014 school year.

Notice of Intent to Accept a Best Value Offer – State House Custom Made Furniture
The Division of Capital Asset Management (“DCAMM”) announces its intent to accept a “Best Value Offer” for the acquisition of five pieces of custom made furniture in connection with State House Executive Office and West Wing Improvements Project. These pieces of furniture include two side tables for the Executive Office Reception Area, two podiums that will be used by the Governor and other government officials at press conferences and an antique reproduction style AV armoire for the Governor’s Council Chambers. Montachusett Regional Vocational Technical School and Bay Path Regional Technical High School will each provide one table and one podium for only the cost of materials, which are to be specified by DCAMM. The North Bennet Street School will custom design and build the reproduction style AV Armoire in mahogany, which will be equal in quality and craftsmanship to the antique piece it is being modeled after, for $20,000. These custom pieces of furniture will be completed and ready for delivery to the Massachusetts State House by the end of the school year in June 2014.
DCAMM intends to accept these Best Value Offers from Montachusett Regional Vocational Technical School, Bay Path Regional Technical High School and the North Bennet Street School rather than conducting a competitive procurement so that these three local schools will have the opportunity to create custom pieces of furniture for this historically significant space. Having local schools craft these custom pieces of furniture for this important and historic space will promote their technical programs through hands on opportunities. The schools have expressed that it will be exciting and rewarding for their students and faculty to craft furniture for the Commonwealth and have the furniture they built used in the State House for many years to come. In addition, it is appropriate to have custom furniture that’s been made in Massachusetts for the State House. Because the Commonwealth is obtaining the custom pieces for a reduced price, there will be a cost savings as opposed to having a typical furniture vendor design and manufacturer these high quality custom pieces.
The purpose of this Notice of Intent to Accept a Best Value Offer is to determine if there are any other interested Massachusetts educational entities qualified and willing to provide a comparable or better offer for these five pieces of custom made furniture. If there are any such interested entities, they must provide evidence of their qualifications and willingness to provide a comparable or better offer to the following address by 4:00 PM (prevailing Eastern Time) no later than fourteen (14) calendar days after the date of posting: Division of Capital Asset Management and Maintenance, Jane Wang, Director, Interior Planning and Design Services, One Ashburton Place, Room 1411, Boston, MA 02108. DCAMM will review only proposals from Massachusetts educational programs and determine whether they will either (i) withdraw the notice and not accept the offers by Montachusett Regional Vocational Technical School, Bay Path Regional Technical High School and the North Bennet Street School or (ii) accept the offers from Montachusett Regional Vocational Technical School, Bay Path Regional Technical High School and the North Bennet Street School and from any other entities offering a comparable or better offer in their response or (iii) conduct a procurement that is fair, open and competitive for those services.
