NOTICE OF INTENT SYNOPSIS
FROM: 52 CONS/PKB
SUBJECT: Intent to Sole Source Requirement for Interlock System (LED) Installation and Refurbishment on Spangdahlem Air Base
NOTICE: This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Questions regarding this notice must be submitted by 25 June
2024, 1500 CEST.
All inquiries received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED: The Interlock system is the safety mechanism required to perform X-rays using the MXG in-house vault and flight line inspections. This interlock has a new NSN that now requires LED capabilities, replacing our current interlocks that do not work with LED equipment. The vendor must install this interlock in the in-house vault to meet USAF radiation safety requirements. The vault currently is NOT in compliance according to the AF NDI Office's 2023 assessment.
JUSTIFICATION FOR SOLE SOURCE: Technical Services Group, INC. (TSG) is the sole manufacturer of the required interlock NSNs, 501015/501013, and the only source of repairs on this system. The requirement to use the specific NSNs procured by TSG stems from Technical Order 33B-1-2, Nondestructive Inspection General Procedures and Process Controls. Specifically, Work Package 106 00, "Applicable Support Equipment," provides the NDI Section with the approved X-Ray NSNs to utilize within their facility.
TSG is the long-standing sole source of interlock systems that takes on full responsibility for their equipment and the proper installation of it. The USAF NDI Office has not added another Vendor to the approved equipment list.
RESPONSIBLE SOURCES: In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
AVAILABILITY OF FUNDS: Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting
Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
