About this file
This is a Notice of Intent to Award a Sole Source Contract issued by the Food and Drug Administration (FDA) for commercial training and certification services. The FDA Office of Criminal Investigations, Digital Forensics Program (DFP), intends to award a sole source firm-fixed price Purchase Order to Escal Institute of Advanced Technologies, Inc., doing business as SANS Institute. The acquisition is being conducted using simplified acquisition procedures under FAR Part 12 for commercial products and services, with NAICS Code 611420 (Computer Training).
The required products and services include SANS Institute Universal Training Vouchers redeemable for SANS long-course enrollment across multiple training modalities (Live In-Person, Live Online, or OnDemand), and Global Information Assurance Certification (GIAC) examination attempts bundled with or issued in conjunction with each training voucher, valid for a minimum of twelve months from course completion or voucher activation. The justification for sole source award is based on SANS being the exclusive authorized provider of SANS training and GIAC Certifications, with all courseware and certification exams being copyright protected. The FDA states that no other entity is authorized to produce SANS training or issue GIAC Certifications, and that certifications obtained through resale will be refused. Interested firms may submit a capability statement to Janice Heard at janice.heard@fda.hhs.gov by August 20, 2026, for consideration, though final determination to compete or proceed with the sole source award remains solely within Government discretion.
