About this file
This is a Notice of Intent for a sole source contract award. The Defense Health Agency Contracting Activity (DHACA) at Fort Detrick, Maryland intends to issue a sole source award to Thermo Fisher Scientific on behalf of the Walter Reed Army Institute of Research (WRAIR) and the Armed Forces Research Institute Medical Sciences (AFRIMS) under FAR/RFO Part 12.102. Thermo Fisher Scientific is designated as the sole source Original Equipment Manufacturer for the used Government-owned Thermo Scientific Orbitrap Exploris 240 Basic System instrument and software, as it is the only company certified to provide support, maintenance, and upgrade services that ensure the equipment performs to original manufacturing specifications and maintains research data integrity.
The requirement involves assembly and operational assessment of a used Government-owned Liquid Chromatography-Mass Spectrometer (LC-MS) system consisting of two Thermo Fisher Scientific instruments—a liquid chromatography pump and mass spectrometer—along with installation, diagnostic testing, calibration, and repairs as needed to achieve full operational capability. The Government also requires procurement of a new controlling computer with operating software to update the system. The Period of Performance is June 30, 2026 through July 29, 2026. All sources eligible to provide this service must submit written responses supported by clear and convincing evidence demonstrating capability to deliver the outlined services within 15 days of publication. If no responses asserting comparable service availability and greater Government advantage are received within this 15-day window, the sole source contract award will be issued. Responses should be directed to john.l.fitzsimmons8.civ@health.mil.
