About this file
This is a Notice of Intent to award a sole source contract for laboratory animal care accreditation services. The Defense Health Agency Contracting Activity (DHACA) located in Fort Detrick, Maryland intends to issue a sole source award to Association for the Assessment and Accreditation of Laboratory Animal Care (AAALAC) International on behalf of the Walter Reed Army Institute of Research (WRAIR). The requirement is to provide AAALAC International laboratory animal care accreditation membership services and on-site assessments for multiple United States Army Medical Research and Development Command (USAMRDC) animal research facilities. The justification for sole source procurement is that AAALAC International is the only organization recognized by the Department of Defense to provide these accreditation services, which are mandated by Department of Defense Instruction 3216.01 and Defense Health-Agency Multi-Service Regulation 6025.02 for all DoD-funded animal use programs.
The contract period of performance is January 1, 2027 through December 31, 2031. This notice is issued for informational purposes only, and responses from any sources capable of providing comparable services are required within 15 days of publication. Responses must be supported with clear and convincing evidence demonstrating the ability to provide the outlined services. If no qualifying responses are received within the 15-day response period indicating that comparable services are available and more advantageous to the Government, a sole source contract award will be made to AAALAC International. Interested parties should submit responses to john.l.fitzsimmons8.civ@health.mil. The solicitation number is HT9426-JF-48232.
