About this file
This is a Notice of Intent to Award a Sole-Source Purchase Order from the Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, for specialized aircraft topcoat materials. The Army intends to award a firm fixed-price purchase order to Hentzen Corporation for 100 one-gallon kits of TOPCOAT, AIRCRAFT AND SUPPORT EQUIPMENT (MIL-PRF-85285, Type I, Class H, Form M) in High Gloss Untinted White (17925 per SAE AMS-STD-595). The specific product is Hentzen Part Number 04636WUX-3/04600CHA-FG (Untinted White Zenthane Plus), with each kit containing 0.75-gallon Part A and 1-quart Part B. Material must have a shelf life of no less than 14 months upon delivery. The contractor shall deliver all requested quantity within 30 days of award, and any defective material or material not meeting specifications must be replaced within 15 business days unless an extension is granted by Tobyhanna Army Depot (TYAD).
The sole-source justification is based on recent paint evaluation testing demonstrating that Hentzen's coating performs superior to competitor products when applied in field conditions with changing weather and hot/cold cycling. Key differentiators include an extended pot life of several days (versus four hours for alternatives), minimized paint defects in hot/humid conditions, short-filled kits allowing mixing within the manufacturer's container, and superior spray ability and hiding power. The procurement will be conducted under FAR Part 13 (Simplified Acquisitions Procedures) and FAR Part 12 (Commercial Items). Interested parties may submit a statement of capabilities including product details, manufacturer authorization, and pricing by 9:00 a.m. EST on February 6th, 2023, to Michele Dooley at michele.a.dooley.civ@army.mil. The Government notes this is a HAZMAT item and requires current Safety Data Sheet and Technical Data Sheet evaluation prior to award. Contracting office is located at Tobyhanna Army Depot, 11 Hap Arnold Boulevard, Tobyhanna, Pennsylvania 18466-5100.

NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER
Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Tobyhanna Division; 11 Hap Arnold Blvd, Tobyhanna, PA 18466‑5100 Notice Type: Special Notice - Intends to sole source to Proposed Awardee: Hentzen Corporation, 6937 W. Mill Rd, Milwaukee, WI 53218-1225.
ACC‑APG Tobyhanna Division intends to award a sole source firm‑fixed‑price purchase order for:
TOPCOAT, AIRCRAFT AND SUPPORT EQUIPMENT, TWO COMPONENT (M85285-1-H-M-17925-004Q)
High Gloss Untinted White (17925 per SAE AMS-STD-595), Conforming to MIL-PRF-85285, Type I, Class H, Form M) Hentzen Part Number: 04636WUX-3/04600CHA-FG (Untinted White Zenthane Plus) Size: 1-gallon kits (Part A: 0.75-gallon, Part B: 1-quart) QTY: 100 kits Upon date of delivery on post, material must have a shelf life of NO LESS THAN 14 months.
Hentzen Coatings, Inc. is the only manufacturer whose coatings meet Tobyhanna Army Depot’s (TYADs) criteria for desired product parameters. The sole source for Hentzen was determined based upon recent paint evaluation performed with different vendor’s paint coatings of the MIL-PRF-85285 Type I, Class H, Form M. It was determined from the testing that the Hentzen Coatings, Inc. version performed best when applied during field work, where changing weather conditions and hot/cold cycling throughout the day may damage uncured paint. This material is also designed to not only perform in hot and humid conditions, which are often encountered in field work, but also minimizes paint defects often caused by hot/humid conditions, such as blistering. The extended pot life of this material (several days) minimizes waste and also provides flexibility for technicians to delay work if need be due to changing priorities, and weather. Hentzen offers this material in short-filled kits, allowing the paint to be mixed within the manufacturer's container and eliminating the need for separate mixing vessels. This combination of characteristics is unique to this Hentzen line of products which distinguishes itself from the other items on the QPL.
Use of a product that did not meet this criteria would dramatically impact our mission by negatively affecting final product quality, increasing rejects and rework, and delaying component return to primary shops thereby affecting program completions.
Technical data sheets (TDS) of similar materials were obtained and reviewed for acceptable product application parameters. Several coatings were considered. The pot lives of the alternates considered were across the board limited to about 4 hours, significantly shorter as compared to Hentzen's pot life of several days. Multiple products considered only offered 2-gallon (not short-filled) kits, which would require separate mixing vessels. Other manufacturers’ products used previously at TYAD did not meet TYADs Quality Control inspection requirements when the coating was applied. The other manufacturer’s coatings lacked spray ability. This resulted in paint being watery, which caused runs (paint defects), as well as low hiding power, necessitating multiple coats, which increase labor hours. Qualified Products List for this Military Specification was reviewed for manufacturers with the correct coating type.
PLEASE NOTE: HAZMAT ITEM - Strategic mission requires the longest shelf life. Material expiration data requested on the material and on the invoice. Required current Safety Data Sheet and Technical Data Sheet which will be evaluated by TYAD before awarding this contract. Contractor shall deliver the requested quantity of paint within 30 days from the time it is awarded. Any paint with defects or does not meet specification required in this contract shall be replaced by contractor within 15 business days unless extension provided with discretion of TYAD.
