Title: PosterVirus Acquisition Notice# 75N97023Q00033

NAICS 813410 PSC 31042

THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE

ISSUED AND PROPOSALS ARE NOT BEING REQUESTED.

This notice is for acquisition of commercial supplies and/or services for which the Government intends to negotiate with only one source. This acquisition will be processed under Federal Acquisition Regulation (FAR) Part 12‐ Acquisition for Commercial Items and will be made pursuant to the authority of 41 U.S.C. 1901 Use of Non‐ Competitive Procedures and 13.106‐1(b)(1) Soliciting from a Single Source.

It is the intent of the National Institutes of Health (NIH) National Library of Medicine (NLM) to negotiate on a sole‐source basis with Alexander McClelland, 109 Carruthers Avenue Ottawa, On K1Y 1N4 Canada.

The NLM History of Medicine Division (HMD) collects, preserves, makes available, and interprets for diverse audiences one of the world’s richest collections of historical material related to health and disease. Poster Virus will make a unique addition to the HMD collection. The complete set of 25 posters presents a visual compendium of how a previously unheard segment of the population was given a voice to say how it wanted to live with Human Immunodeficiency Virus (HIV) rather than being told how to live with it. NLM would be the only institution to hold the entire series. A poster from the poster Virus series is being featured in HMDs upcoming traveling exhibition AIDS, Posters, and Stories of Public Health. This set is only available from the Alexander McClelland gallery.

This notice incorporates provision and clauses in effect in the FAC 2023‐01 effective December 30, 2022, including all FAR Circulars issued as of the date March 8, 2023. NLM anticipates that an award will be made on or about March 27, 2023.

The North American Industry Classification System Code (NAICS) applicable to this requirement is 813410 and the business size standard is $8.5 million.

Only one award will be made as a result of this notice; or form any solicitation issued as a result of this notice.

This will be a firm fixed price type order.

Interested Offerors may submit a capability statement not exceeding five pages in length which details their ability to satisfy this requirement. Quotes, capability statements, and related (non‐proprietary) materials, or any questions must be submitted in writing by email to the Contracting Officer, Elena Chaparro Salgado elena.leon2@nih.gov no later than 11:00 am Eastern Time on March 17, 2023.
