About this file

This is a Notice of Intent to Award a Noncompetitive Contract Action issued by the National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Western Acquisition Division, in conjunction with the Great Lakes Environmental Research Laboratory (GLERL).

NOAA intends to award a noncompetitive purchase order to BSA Environmental Services, Inc. (UEI: LR7GEJCT2U96) for microcystin toxin analysis services under the authority of 41 U.S.C. 1901 using simplified procedures per FAR 12.102(a). The contract covers analysis of 285 water samples collected from Lake Erie and Lake Huron between 2025 and 2027, including 100 specimens tested for 13 distinct microcystin metabolites and 185 supplemental specimens tested for 18 and 21 metabolites. Services will be performed at GLERL in Ann Arbor, Michigan, with an anticipated period of performance from September 21, 2026 to September 20, 2027. NOAA classified this requirement under NAICS Code 541380 (Testing Laboratories and Services) and Product Service Code F999 (Other Environmental Services). No small business set-aside applies. NOAA states that BSA is the sole entity capable of performing this work due to its exclusive possession of necessary chemical standards, specialized equipment, and scientific expertise required for the complex, multi-metabolite analysis. The notice permits competing firms to submit written affirmative responses demonstrating capability and proof of required permits by the stated due date; however, the Government retains sole discretion to determine whether to conduct a competitive procurement based on responses received. Contract points of contact are Contract Specialist Sarah Corey (sarah.corey@noaa.gov) and Contracting Officer Remo Dela Cruz (remo.dela-cruz@noaa.gov) at 325 Broadway, Boulder, CO 80305.

Microcystin Toxin Analysis

This is a notice of intent to award a noncompetitive contract action. The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Western Acquisition Division (WAD) and the Great Lakes Environmental Research Laboratory (GLERL) intends to award a noncompetitive contract action for Microcystin Toxin Analysis.

(1) Points of Contact:

Contract Specialist: Sarah Corey Email: sarah.corey@noaa.gov Contracting Officer: Remo Dela Cruz Email: remo.dela-cruz@noaa.gov

(2) Contracting Office Address: 325 Broadway, Boulder, CO 80305

(3) Set-aside: Not applicable. The Government does not intend to set-aside this procurement for a small business program.

(4) North American Industry Classification System Code: 541380 – Testing Laboratories and Services

(5) Product Service Code: F999 – Other Environmental Services

(6) Intended Source: BSA Environmental Services, Inc. (BSA), UEI: LR7GEJCT2U96

(7) Description:

The Government requires the analysis of 285 samples and the delivery of the findings to the government representative. This requirement includes the analysis of a total of 100 specimens for 13 distinct microcystin metabolites featuring diverse detection thresholds, sourced from Lake Erie between 2025 and 2027. Furthermore, 185 supplemental specimens will undergo testing for 18 and 21 metabolites with specific detection sensitivities, encompassing collections from Lake Erie and Lake Huron during the 2025-2027 period along with experimental variants. These samples are to be processed after the genetic determination of each isolate and the completion of stress experiments.

This work is part of ongoing scientific research to better understand harmful algal blooms. The analysis will detect different microcystin congener toxins, providing a clearer understanding of bloom toxicity and how environmental factors influence toxin production. Furthermore, the project will supply data on phytoplankton community shifts, illustrating the impacts of environmental conditions on community succession and bloom development. Ultimately, this project will provide essential data to evaluate potential human and ecosystem health risks associated with harmful algal blooms.

The services required under this acquisition are anticipated to be performed at GLERL in Ann Arbor, Michigan.

The anticipated period of performance is 21 September 2026 to 20 September 2027.

NOAA intends to award a purchase order to BSA Environmental Services, Inc. (BSA) under the authority of 41 U.S.C. 1901, using simplified procedures as implemented by Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 12.102(a).

BSA is the only entity capable of providing the required product at the level of quality this procurement requires. This requirement is both unique and highly specialized as BSA is the only entity that holds the necessary chemical standards to execute the complex, multi-metabolite analysis required for this project. BSA possesses specialized equipment and scientific expertise required to perform this unique analysis at the level of quality and precision required by the NOAA.

This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. Firms who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirements. All written responses must include proof of possessing permits and a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within its discretion. Affirmative written responses must be received no later than the due date and time of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
