Notice of Intent to Award Noncompetitive Contract Action

The National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office, Western Acquisition Division intends to award a noncompetitive purchase order to Earthmover PBC (UEI: F9VQELR1RPB8) for access to the Earthmover data access platform under simplified procedures authorized by 41 U.S.C. 1901 and FAR Overhaul (RFO) 12.102(a). The contract will provide NOAA data users with scalable access to large, high-volume model output files produced by the NOAA Modular Ocean Model (MOM) 6, specifically supporting the NOAA Ecosystems Initiative Project (NEAP) and the Changing Ecosystems and Fisheries Initiative (CEFI) project. The platform will deliver a modern catalog, API gateway, and seamless access for Python, R, and GIS tools, eliminating the need to operate legacy servers. The anticipated period of performance is 18 September 2026 through 17 September 2027.

The Government determined that no other commercial solution can immediately transform the CEFI portal into a production data platform without extensive custom development. Development of an alternative solution would require substantial time, financial commitment, and unacceptable technical risk with no guarantee of success, while the existing Earthmover platform avoids delays and prevents cost duplication. The contract is not set-aside for small business programs and is classified under NAICS Code 513210 (Software Publishers) and PSC DA10 (IT and Telecom - Business Application/Application Development Software As A Service). Although this is not a competitive procurement, firms believing they can meet the requirement may submit written affirmative responses demonstrating comprehensive understanding of requirements, including proof of permits and detailed technical capability information, by the due date specified in the notice. Contact: Contract Specialist Sarah Corey (sarah.corey@noaa.gov) or Contracting Officer Remo Dela Cruz (remo.dela-cruz@noaa.gov), 325 Broadway, Boulder, CO 80305.

(7) Description:

The Government requires access to the Earthmover platform to provide NOAA data users with quick, scalable access to large high-volume model output files produced by the NOAA Modular Ocean Model (MOM) 6 model specifically for the NOAA Ecosystems Initiative Project (NEAP) and the Changing Ecosystems and Fisheries Initiative (CEFI) project. This would allow NOAA to gain access to a modern catalog, an API gateway, and seamless access for Python, R, GIS tools, entirely replacing the need to operate legacy servers. The anticipated period of performance is 18 September 2026 to 17 September 2027.

NOAA intends to award a purchase order to Earthmover PBC under the authority of 41 U.S.C.

1901, using simplified procedures as implemented by Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 12.102(a).

No other commercial solution exists in the marketplace that can immediately transform the CEFI portal from a standard download portal into a production data platform without requiring extensive custom development. Based on previous development efforts, the cost of this development will far exceed the cost of utilizing the Earthmover platform. Engaging an alternative solution to build a comparable platform from scratch would require a substantial time and financial commitment from the Government, with an unacceptable level of technical risk and no guarantee of success.

Procuring the existing Earthmover solution avoids unacceptable delays in fulfilling the CEFI project’s mission requirements and prevents substantial duplication of costs that would not be recovered through competition.

This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. Firms who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirements. All written responses must include proof of possessing permits and a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within its discretion. Affirmative written responses must be received no later than the due date and time of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
