About this file
This document is a Notice of Intent for a sole source contract award to HydroGeoLogic, Inc. to perform additional Phase II Archaeological Surveys as part of the Remedial Action under the Military Munitions Response Program (MMRP) at the Iowa Army Ammunition Plant (IAAAP). The contract is a firm-fixed-price action to add two additional archeological sites, 13DM574 and Site 5, located within the Possible Demolition Site (MRS 19105.1057). This modification will allow the existing contractor to complete the comprehensive archaeological survey without interruption, reducing duplicative costs and delays to the government. HydroGeoLogic, Inc. has the required prior experience at IAAAP and has already mobilized resources for the initial work. The government does not anticipate adding any further sites to the current task order. Responses to the notice of intent are requested within 15 calendar days.

NOTICE OF INTENT
THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers, Omaha District, intends to award a contract, on a sole source basis, to HydroGeoLogic, Inc. This action is a follow-on contract action by updating original services previously submitted, reviewed, and accepted by the Government at Iowa Army Ammunition Plant (IAAAP), Iowa, to change the level of effort to the Phase II Archeological Surveys for Remedial Action under the Military Munitions Response Program at 19105.1057 and 19105.1059 project by adding two (2) archeological sites, 13DM574 and Site 5, located within the munitions response site (MRS) 19105.1057 (Possible Demolition Site). The Phase II evaluations are an applicable, relevant, and appropriate requirement (ARA) identified in the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Operable Unit 5 Record of Decision. The Phase II Archeological Surveys are necessary to complete the overall project, which is the response action for munitions removal. The Government will save funds with this sole source action by having the existing contractor continue the services without interruption for the Archeological Work Plan. Costs associated with a new task order with a new contractor would be above and beyond the costs that would be incurred with an out-of-scope modification to the existing task order with the existing contractor, as the existing contractor would be able to integrate the scope changes into its ongoing task order workflow without duplication of effort. General Project Support: This would be the minimum duplicative cost associated with a subsequent Contractor for project scoping meetings and schedules and developing approved project planning documents for the additional site at IAAAP required by contract. Mobilization. HydroGeoLogic, Inc. and its subcontractors will already be at the Installation for the planned archeological work. This effort would be the minimum duplicative cost associated with a subsequent Contractor mobilizing to the site to conduct the archeological work under a separate TO. Starting the work over is not in the Government’s best interest. It will not meet the project deadlines and compliance requirements to meet the remedial investigation required for the MMRP removal actions.
HydroGeoLogic, Inc. has the required prior experience with these sites and has expended extraordinary efforts and invested substantial time and capital assembling a team with the necessary personnel and expertise to reach an approved path forward to successfully complete the Remedial Action under the Military Munitions Response Program at 19105.1057 and
19105.1059 projects at IAAAP.
This sole source contract action is required for completion of the following scope of work:
This contractual action is a firm-fixed-price action. In order to eliminate duplicative costs and the risk of orphaning the site and allow for the completion of an increased level of effort for the Phase II Archeological Surveys for R.A. under MMRP at 19105.1057 and 19105.1059 IAAAP, it is in the best interest of the Government to modify the current TO to include the two (2) archeological sites. Under the current TO, HydroGeoLogic, Inc. has been contracted to perform munitions response actions for Military Munitions (MM), Munitions Debris (M.D.), range-related debris (RRD), and hazardous waste. Environmental services are to complete Phase II archaeological testing and evaluate all unevaluated archaeological sites at the Incendiary Disposal and Possible Demolition Sites. To date, the project and Installation-specific planning/scoping activities and meetings have been conducted, and the associated documents required to achieve unlimited use/unrestricted exposure (UU/UE) for MEC at the Incendiary Disposal Area and Possible Demolition Site are in the execution stage. Minimal effort would be required to add the sites to the project planning documents prior to the initiation of fieldwork, and a delay in the installation-specific fieldwork schedule is not anticipated. In addition, the Contractor and associated subcontractors will already be at the Installation to conduct the awarded tasks, so additional mobilization costs would not be incurred.
In addition to reducing duplicative costs to the Government, this modification would reduce the potential for delays and/or site omission in fulfilling the USAF’s overall base-wide objectives for the Remedial Action under MMRP at IAAAP. If this modification were not awarded, Possible Demolition Site would not obtain a complete interpretation impacts or maintain compliance with the various federal, state, and local regulations, which may create the potential for the remedial investigations and remedial activities to be delayed. There is currently no known bona fide need or timeline for future Remedial Action work at Possible Demolition Site, IAAAP; therefore, leaving this site to be included in future work may result in a significant delay in achieving unlimited use/unrestricted exposure (UU/UE) at the site.
Allowing one contractor to complete the entire scope reduces duplicative costs and risks to the Government. It allows for a more comprehensive Phase II Archeological Survey, resulting in continuity and efficiency in effort and cost. The current contractor, HydroGeoLogic, Inc., has performed exceptionally efficiently and effectively thus far. HydroGeoLogic, Inc. has experience with IAAAP and has expended substantial effort, time, and capital assembling their team and communicating with the associated stakeholders to reach an approved path forward to successfully complete the Remedial Action at IAAAP within the parameters of the TO. Due to the timing of this request, it is in the Government’s best interest to modify the current TO to have HydroGeoLogic, Inc. complete the remedial action with the additional two (2) sites as proposed.
The Government does not foresee adding additional sites to the current TO throughout the remainder of the performance period.
