About this file

This document is a Notice of Intent to Sole Source an Electronic Research Information Management System to Elsevier B.V. The Uniformed Services University of the Health Sciences (USU) intends to award a sole-source, firm-fixed-price contract with a base year and four option years to Elsevier B.V. for their Pure electronic research information management system. USU states that Pure is the only system with the required flexible, unique search functionality and proprietary patented components to aggregate the university's research and faculty information and provide customized reporting. USU currently uses the Pure system and conversion to another system is not practicable due to the need for continuity and the implementation cost and risk of a new system. The notice provides a response deadline for any responsible sources to submit evidence that competition would be advantageous, not cost/time prohibitive, and that the interested party can supply the required system.

USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda.

The mission of USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. As such, it is essential USU provide the necessary training and equipment required for our students to become successful doctors and nurses and to be able to provide the best care possible for our soldiers and to support our research efforts.

Intended Recipient: Elsevier B.V., Radarweg 29, 1043 NX Amsterdam, The Netherlands

Intent to Sole-Source: USU intends to award a sole-source, firm-fixed-price contract with a base year and four option years to Elsevier B.V. for Pure, an electronic research information management system with conversion from the USU on-premise environment to the PURE Amazon Web Services cloud.

Sole Source Justification: Pure is the only electronic research information management system with flexible, unique search functionality and proprietary patented components, which aggregates an institution’s research and faculty information and provides customized reports for research administrators, researchers and librarians, facilitating the planning, evaluation and reporting of research activities. There is no other known research information management system that provides all requirement components of the system and Elsevier is the sole supplier of Pure. Additionally, USU currently used the Pure electronic research information management system and conversion to another electronic research information system is not practicable given USU’s need for continuity and the implementation cost and risk of a new system.
