About this file

This is a Notice of Intent to Award a sole source contract for i-Stat Service Agreement between the Defense Health Agency (Naval Medical Center Portsmouth) and Abbott Point of Care. The contract is structured as a Firm-Fixed-Price agreement with a one-year period of performance from September 30, 2026 through September 29, 2027. Abbott Point of Care is identified as the sole manufacturer and marketer of the i-STAT System and its associated test cartridges, which justifies the sole source procurement approach.

The Government is accepting responses from interested parties to demonstrate clear and convincing evidence that competition would be advantageous, cost-effective, and not time prohibitive, or that it would not hinder the mission objectives of Naval Medical Center Portsmouth. This Notice of Intent is not a request for quote or proposals, and the Government will not be responsible for any costs incurred by respondents. Inquiries regarding this notice should be directed to Contract Specialist Kimberly Bunn at kimberly.p.bunn.civ@health.mil with "Notice of Intent Submission 12450519" in the email subject line. The Government reserves the right to make the final determination on whether to conduct a competitive procurement based on information received.
