Notice of Intent for Other than Full and Open Competition
Solicitation Number: 615-2021-PLSO
Notice Type: Special Notice
Agency: US Agency for International Development (USAID)
Office: Executive Office (EXO)
Location: USAID/Kenya & East Africa (KEA)
USAID/KEA intends to negotiate a one non-competitive extension year to contract number AID-
623-C-16-00003 for the Partner Liaison Security Operations Activity with WS Insight (K)
Limited. This contract was originally awarded to using full and open competition on May 10, 2016 with a base performance period and three option years ending May 12, 2021.
The non-competitive extension to the period of performance will enable the Mission to continue providing KEA Implementing partners with security-related information, communications, reports, trainings, and other services as the country of Kenya enters the General Election season in advance of the 2022 election.
USAID/KEA intends to negotiate non-competitively with only one source (WS Insight) under the authority of FAR 6.302-2 which permits other than full and open competition in circumstances of
“unusual and compelling urgency.” Per FAR 6.302-2 (b), “this authority applies in those situations where (1) An unusual and compelling urgency precludes full and open competition; and (2) Delay in award of a contract would result in serious injury, financial or other, to the Government.”. The extension will extend the period of performance of the contract by approximately one year from
May 13, 2021 to May 12, 2022. The Total Estimated Cost (TEC) of the contract will increase by an estimated $683,000.
This is not a request for proposals. However, the Government may consider all expressions of interest received within fifteen (15) calendar days after date of publication of this notice. A determination not to compete this proposed follow-on contract based upon responses to this notice, if any, is solely within the discretion of the Government. Information or responses received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Therefore, any responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to USAID and would not hinder USAID/KEA objectives.
Please direct any responses to this notice to Mr. Sam Kraegel, Contracting Officer, at skraegel@usaid.gov with a copy to Mr. Aziz Alibhai, A&A Specialist, at aalibhai@usaid.gov mailto:skraegel@usaid.gov mailto:aalibhai@usaid.gov
