About this file
This notice provides details on a follow-on contract for Partner Liaison Security Operations in Nigeria to be awarded non-competitively to Risk and Strategic Management Corporation. The follow-on contract valued at approximately $10 million will continue to serve as a liaison between implementing partners operating in Nigeria and facilitate communication to enable partners to better utilize and share publicly available security information. This will help inform partners of the security environment and allow for more informed security decision making to more effectively deliver U.S. government funded assistance programs. The period of performance is five years with objectives to disseminate security information, enhance collaboration among USAID partners located throughout Nigeria, serve as the USAID liaison for partner security matters, and act as the primary security contact between USAID and partners on security issues. The U.S. Agency for International Development Nigeria provides this notice of intent to award the follow-on contract non-competitively to the incumbent Risk and Strategic Management Corporation under authority that allows waiver of full competition when continued provision of highly specialized services would result in substantial additional costs or unacceptable delays.

Notice of Intent for Other than Full and Open Competition
Title: Notice of Intent for a follow-on contract for the Partner Liaison Security
Operations (PLSO) Activity in Nigeria Agency: US Agency for International Development (USAID) Office: USAID/Nigeria Location: Nigeria Notice date: August 28, 2023
USAID/Nigeria hereby provides notice of its intent to issue a follow-on contract to Risk and Strategic Management Corporation for the Partner Liaison Security Operations (PLSO) with a Total Estimated Cost of approximately $10,000,000.
Under the follow-on contract, PLSO will serve as a liaison to and facilitate communications between the implementing partners (IPs) operating in Nigeria in order to enable the IPs to better use and share publicly available security information so that the IPs are better informed about the security environment and can make informed decision about their own security. The PLSO efforts will assist in more effective delivery of U.S. Government funded assistance, as it will enhance the IPs’ ability to stay abreast of security concerns and better secure their operations so that IPs can more aptly perform and advance development objectives under their respective agreements.
The objectives of the PLSO contract are:
• to disseminate security information aimed at more effective delivery of U.S. Government funded assistance;
• to focus the bulk of its efforts on enhancing collaboration among all USAID-funded IPs, located throughout Nigeria;
• serve as the USAID/Nigeria Liaison to the Executive Office (EXO) for IP security matters, and
• serve as the primary security point of contact between USAID and its IPs on matters relating to security.
USAID/Nigeria intends to negotiate non-competitively with only one source (RSM) under the authority of USAID Acquisition Regulation AIDAR 706.302.70(b)(5) which authorizes the waiver of full and open competition “for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.” The period of performance is five (5) years.
This is not a request for proposals. However, the Government may consider all expressions of interest received within fifteen (15) calendar days after the date of publication of this notice. A determination not to compete this proposed follow-on contract based upon responses to this notice, if any, is solely within the discretion of the Government. Information or responses received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
