The Government intends to award a firm-fixed price purchase order to Element Atlanta, located at 2350 Centennial Drive, Gainesville, Georgia 30504, for regulatory safety and transport testing of eight 6S2P Lithium-Ion rechargeable battery packs. The requirement is to verify compliance with United Nations Transport Standard UN38.3, which is a rigid regulatory requirement for transporting batteries under the Small Unmanned Aircraft Systems (sUAS) program. Interested firms believing they can meet the requirement without compromising manufacturing delivery, warranty, or markups may submit a capability statement for consideration. Capability statements, price lists, and supporting documentation must be submitted via email to Jason Burke at Jason.m.burke.civ@army.mil by 10:00 AM EST on September 24, 2026. Submitted materials must contain sufficient detail to demonstrate the firm's ability to provide the exact service required, and responses will be evaluated solely for determining whether to conduct a competitive procurement. A formal solicitation will not be issued unless the Government determines that competition is warranted based on received capability statements.
