About this file

This document is a pre-solicitation notice of intent to award a purchase order without full and open competition for Chromium GEM-X Single Cell Kits from 10x Genomics, Inc. The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) has a requirement to profile the transcriptome of individual immune cells for analysis of 16 bio samples. Based on prior market research and work done with 10x Genomics, the agency has determined that 10x Genomics is the only responsible source for these proprietary kits that ensure consistency and reproducibility of the study. The agency intends to award a purchase order under simplified acquisition procedures not exceeding $250,000. Interested parties may respond with unit price, delivery, and other details by July 29, 2024 to the contracting officer.

PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS

Description of the Requirement:

The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) studies immune responses to viral infection. It has a requirement to profile the transcriptome of individual immune cells. For the analysis of the 16 bio samples it has a requirement to purchase a Chromium GEM-X Single Cell Kits from 10X Genomics to profile the gene expression in individual immune cells. These kits allow the partitioning individual cells from each bio sample into proprietary nanoliter-scale Gel Beads-in-emulsion (GEMs), where all cDNAs that are generated from the sample cell are labeled with the same bar code so that they can be attributed to the cell from which they derived. The kits also includes reagents for library generation.

CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION

(INCLUDING BRAND-NAME) DETERMINATION

The determination by the Government to award a contract without providing for full and open competition is based upon previous the market research conducted as prescribed in FAR Part 10—Market Research. Only one source is available: Per FAR 13.106-1(b)(1) the Contracting Officer has determined a second component was added to the current study, on the same patients. It pertinent to use the same vendor for ensuring consistency and reproducibility of the study. Furthermore, it would be difficult to compare the results from the first part of the study with the second part without using the same vendor/products. Prior work done, allows this vendor access to unique proprietary information and using the same vendor helps to ensure the integrity of the study results. We must continue using this 10X Genomics in the project for scientific continuity.
