About this file
This is a Notice of Intent (NOI) for a sole-source award to QIAGEN for renewal of the Human Gene Mutation Database (HGMD) Professional MySQL Software License. The Department of Health and Human Services, through the National Institutes of Health (NIH) National Human Genome Research Institute (NHGRI), intends to award a firm-fixed-price purchase order to QIAGEN for a 12-month license renewal of Catalog No. 834080. The HGMD license is a mutation visualization software tool that provides graphical representation of genetic variants and exports data for further analysis, supporting NHGRI's Undiagnosed Diseases Program (UDP) for patient disease identification. The acquisition is conducted under FAR Part 13 (Simplified Acquisition Procedures) and FAR Part 12 (Commercial Products and Services), with place of performance in Bethesda, Maryland. Product Service Code is 7A20 (IT and Telecom - Application Development Software) and NAICS Code is 513210 (Software Publishers), with a size standard of $47 million.
QIAGEN N.V. is identified as the sole source provider worldwide for the professional version of HGMD, which provides comprehensive, manually curated inherited disease mutation data including chromosomal coordinates, HGVS nomenclature, variant history, and downloadable MySQL and VCF formats. The professional version differs significantly from the public version in currency, comprehensiveness, and functionality. The justification for sole source indicates that no alternative commercial or publicly available mutation database can meet the Government's technical, scientific, and operational requirements, and replacement would require significant workflow changes and validation. Interested parties capable of providing equivalent products or services must submit capability statements by June 30, 2026, at 1:00 PM ET to Vera Nordalm, Contract Specialist, at vera.nordalm@hhs.gov. The Government will consider responses solely to determine whether to conduct a competitive procurement, with award determination at the Government's sole discretion.

NOTICE OF INTENT (NOI) – QIAGEN HGMD Professional MySQL Software Renewal Product Service Code (PSC): 7A20 – IT and Telecom – Application Development Software NAICS Code: 513210 Software Publishers - Size Standard $47M Place of Performance: Bethesda, MD 20892, USA Solicitation Number: 7571TE26Q00050
Description This is a Notice of Intent, not a request for quotation. No solicitation will be issued, and no quotations will be requested.
The Department of Health and Human Services, on behalf of the National Institutes of Health (NIH), National Human Genome Research Institute (NHGRI), intends to award a firm-fixed-price purchase order to QIAGEN for the renewal of the QIAGEN Human Gene Mutation Database Professional License – MySQL Software Renewal, Catalog No. 834080, for a 12-month period of performance.
The purpose of this requirement is to renew NHGRI’s QIAGEN Human Gene Mutation Database (HGMD) Professional MySQL software license for a 12-month period of performance. The HGMD license is a mutation visualization software tool that provides a graphical representation of variants along aligned DNA and protein sequences, which can then be exported for further analysis. The database contains mutation support and sequence-specific details necessary for patient disease identification and analysis in the Undiagnosed Diseases Program (UDP).
The requirement includes the following QIAGEN product:
1. QIAGEN Human Gene Mutation Database Professional License – MySQL Software Renewal Catalog No.: 834080 Quantity: 1 Period of Performance: 12 months Justification for Sole Source QIAGEN N.V. is the sole source provider for the professional version of the Human Gene Mutation Database (HGMD) worldwide. HGMD Professional is a proprietary resource that provides comprehensive coverage of published human inherited disease mutations in the germline and their associated diseases. QIAGEN provides the required licenses, support via web, email, or phone, access to the database online or in downloadable form, and update releases during the license term.
HGMD Professional is uniquely capable of meeting NHGRI’s requirement because it includes manually curated mutation data, up-to-date disease-causing mutation information, chromosomal coordinates, HGVS nomenclature, mutation categories, tracked variant history, computed rank scores, additional literature references, dbSNP identifiers, and online search functionality. It also provides downloadable content in MySQL and VCF formats, allowing the database to be downloaded, locally installed, and queried using SQL.
The professional version of HGMD differs significantly from the public version. The public version is available only for academic users and does not contain the same comprehensive collection of published disease-causing mutations. The public version is also at least 2.5 years out of date and has reduced functionality compared to HGMD Professional.
The QIAGEN HGMD Professional MySQL license is required to support NHGRI’s ongoing clinical and research workflows, including patient disease identification and analysis in the UDP. Use of an alternative product would not provide the same proprietary mutation data, MySQL download functionality, search capabilities, or compatibility with NHGRI’s existing analysis processes. Replacing HGMD with another solution would require significant workflow changes, validation, and potential disruption to ongoing disease analysis activities.
Market research did not identify any other commercial or publicly available mutation database capable of meeting the Government’s technical, scientific, and operational requirements. No other source was identified that provides equivalent comprehensive, up-to-date, professionally curated inherited disease mutation data with the required MySQL download capability and associated HGMD Professional functionality.
Authority This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures and FAR Part 12 – Acquisition of Commercial Products and Commercial Services. For purchases not exceeding the Simplified Acquisition Threshold, contracting officers may solicit from a single source when the Contracting Officer determines that only one source is reasonably available. Contracts awarded using FAR Part 13 procedures are exempt from the requirements of FAR Part 6 (Competition Requirements).
Submission of Capability Statements
Interested parties capable of providing the same or similar products or services must submit a capability statement electronically. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
Capability statements must demonstrate the ability to provide the required QIAGEN HGMD Professional MySQL software license renewal, or an equivalent solution, that is fully compatible with NHGRI’s existing research and clinical analysis workflows. Capability statements must also demonstrate the ability to provide equivalent comprehensive, up-to-date, professionally curated human inherited disease mutation data; MySQL downloadable database functionality; mutation visualization; disease identification support; sequence-specific mutation details; and export capabilities without disruption to ongoing UDP patient disease identification and analysis activities.
