About this file
This is a Notice of Intent to Sole Source from the U.S. Embassy in Lusaka, Zambia, dated June 18, 2026, announcing the government's intent to procure repair services for the Chancery Elevators through a sole source procurement action. The repairs are required because the elevators are custom-designed and installed by OTIS Elevators, and their proprietary hardware, software, and maintenance protocols necessitate that repairs be executed by an authorized OTIS installer or equivalent service provider operating in Lusaka, Zambia. The sole source justification cites 41 USC 253(c)(1) and Federal Acquisition Regulation Part 6.302-1, establishing that only one responsible source can satisfy the agency's requirements.
The contracting officer is Joshua Yates of the U.S. Embassy Lusaka, Zambia. While this notice is published to meet regulatory disclosure requirements and is not a formal request for proposal, the government invites all responsible sources to submit capability statements, proposals, or quotations for consideration by the Department. Services will be performed in Lusaka, Zambia. No specific response deadline, award date, pricing terms, or contract vehicle information is provided in this notice.

NOTICE OF INTENT TO SOLE SOURCE
Dated: 06/18/2026
This is a NOTICE OF INTENT for the US Government (USG) to initiate a contract for a Sole Source procurement action for repair works on Chancery Elevators in Lusaka, Zambia.
