Due Diligence Posting of Notice of Intent to

Accept a Best Value Offer

The Massachusetts Department of Transportation of the Commonwealth of Massachusetts (“MassDOT” or “Department”), by and through its Aeronautics Division, announces its intent to Purchase a Service pursuant to the Commonwealth’s Due Diligence Posting policy, to contract with MITRE Corporation (“Offeror”), pending the results of this Notice of Intent (“Notice”).

Description MassDOT seeks to execute a rate-based price contract for professional services to include technical expertise and experience in the area of advanced autonomous aviation, assisting MassDOT with translating uncrewed aircraft systems (UAS), Counter UAS (c-UAS), and Advanced Air Mobility (AAM) visions and goals into actionable implementation plans for the development of operational capabilities. The proposed tasks will have a proposed duration of 3 years and will cost a total of approximately $3,000,000.

MassDOT is embarking on a multi-year program to enable UAS operations (including BEYOND Visual Line of Sight (BVLOS) operations), to develop c-UAS detection tools, and to lay a groundwork for AAM capabilities on a state-wide basis. The goal of the c-UAS program is to develop detection capabilities to support safety across Commonwealth airports, critical infrastructure facilities, and soft target events from the evolving UAS threat, and to standup and implement the National c-UAS Center of Excellence. The goal of the Enabling UAS effort is to expand BVLOS capabilities and develop UAS traffic awareness tools to support MassDOT’s mission of ensuring a safe and reliable state transportation infrastructure and to foster the development of public and commercial UAS ecosystem within Massachusetts and the region.

The goal of AAM effort is to strategically plan and further the development of advanced aviation transportation capabilities within Massachusetts and the region.

MassDOT is posting this Notice rather than conducting a full procurement because it believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair, and competitive.

MITRE is uniquely qualified to perform services as required. The Offeror is a Federally Funded Research and Development Center (FFRDC) with the mission to provide technical expertise to government entities. Based on MITRE’s prior experiences it is well-suited to provide technical support for developing c-UAS capabilities at the state-level, and for providing technical support and regulatory guidance to enable UAS and AAM operations including airspace awareness capabilities. In addition, Offeror has an extensive understanding of the FAA regulatory and national airspace issues and, by virtual of its role as an FFRDC, provides unparalleled insight into FAA regulatory processes. Also, by virtual of its governmental support role for DOTs across other states, MITRE is able to convene leaders and to identify and share best practices for state-level development of UAS, AAM, and c-UAS programs.

Key Deliverables Offeror will provide professional services in advanced autonomous aviation in assisting MassDOT with translating UAS, c-UAS, and AAM visions and goals into actionable implementation plans for the development of operational capabilities. This includes activities such as:

• Provide engineering support to MassDOT in defining a c-UAS requirements baseline and the desired future c-UAS capabilities; support MassDOT’s ability to evaluate and deploy c-UAS capabilities; and provide technology insight, regulatory guidance, and strategic planning support regarding c-UAS.

• Provide support for the development and implementation of the National c-UAS Center of Excellence. Support includes technical expertise, industry collaboration and insights and guidance in federal c-UAS policy and guidance.

• Provide engineering support, technology insight, regulatory guidance, safety risk assessment, and strategic planning to support MassDOT’s enabling UAS BVLOS development efforts.

• Assess existing federal capabilities to determine suitability for MassDOT UAS and c-UAS activities and develop pathways to access any federal capabilities that may be shared.

• Provide technical and strategic expertise support for the development and implementation of AAM for the future of aviation transportation in the Commonwealth through the development of AAM use cases, technology assessments to determine functional and regulatory pathways, and by identifying collaboration opportunities and facilitating the transfer of information between AAM stakeholders.

• Provide support for conducting collaboration with key stakeholders to include federal and state agencies, industry and multi state AAM engagements.

• Provide strategic planning, technical support, engineering expertise, and facilitate transfer of information between stakeholders for the development of a comprehensive intermodal transportation plan for the Commonwealth of Massachusetts.

• Provide strategic planning, and technical support for the design, development and implementation of a UAS traffic awareness capability.

• Provide project management services for the provided work, including development of a project management plan and updates on status.
