About this file

This document is a Special Notice from FedBizOpps.gov announcing a sole source procurement by the National Institute of Standards and Technology (NIST). NIST intends to acquire a High Speed Piezo-Mirror System from PI Physik Instrumente LP for the NIST Engineering Laboratory in Gaithersburg, MD. The system must generate synchronized elliptical laser scan paths for advanced laser-material interaction studies, support closed-loop control, integrate with NIST's additive manufacturing controller, have a tip/tilt range of ±3.0 mrad, and an unloaded resonant frequency of 10 kHz or greater. The procurement is classified under NAICS code 334513 with a small business size standard of 750 or fewer employees.

Interested parties believing they can meet the requirements must submit their capabilities in writing via email to robert.cowins@nist.gov by 07/18/2025 at 12:00 p.m. EST. The government will review responses to determine whether to conduct a competitive procurement, though the notice emphasizes that the decision to compete the acquisition is solely at the government's discretion. No solicitation package will be issued, and this notice is not a request for quotations.

CLASSIFICATION CODE: 66 - Instruments and Laboratory Equipment

SUBJECT: Procurement of a High Speed Piezo-Mirror System

SOLICITATION NUMBER: 1333ND25QNB730300

CONTACT POINTS: Cowins, Robert Contract Specialist (301) 975-8335

Wong, Hing Pan, Contracting Officer (301) 975-8239

DESCRIPTION: The National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate on a sole source basis, under authority of FAR Part 13.106-1(b) with PI Physik Instrumente LP, for the acquisition of High Speed Piezo-Mirror System. The supplies will be utilized by the NIST Engineering Laboratory (EL), in Gaithersburg, MD.

***** Sole source determination is based on the need to acquire a system capable of generating synchronized elliptical laser scan paths for advanced laser-material interaction studies. The system shall support closed-loop control, integrate with the NIST additive manufacturing controller, and meet two key performance requirements: a tip/tilt range of at least ±3.0 mrad and an unloaded resonant frequency of 10 kHz or greater to ensure sufficient dynamic response.

Based on the above, only PI Physik Instrumente LP is capable of meeting the Government’s needs of this requirement.

***** The North American Industry Classification System (NAICS) code for this acquisition is 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a small business size standard of 750 or less employees.

****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

*****No solicitation package will be issued. This notice of intent is not a request for quotations.

Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 07/18/2025, 12:00 p.m., EST will be considered by the government. Responses shall be submitted via email to robert.cowins@nist.gov.
