About this file

This document is a Special Notice from the National Institute of Standards and Technology (NIST) announcing its intent to negotiate a sole source contract with PikTime Systems for the procurement of a Long-Haul Fiber-Optic Time and Frequency Distribution System. The required system will be integrated with NIST's existing PikTime infrastructure to ensure continuity of research projects requiring precision timing synchronization. NIST has determined that PikTime Systems is the only manufacturer capable of providing a system compatible with the existing network testbed. No solicitation package will be issued, and this notice is not a request for quotations. Interested parties must identify their capability in writing by 07/26/2024. FEDBIZOPPS.GOV ANNOUNCEMENT: Special Notice

CLASSIFICATION CODE: 66 - Instruments and Laboratory Equipment

SUBJECT: Procurement of a Long-Haul Fiber-Optic Time and Frequency Distribution System

SOLICITATION NUMBER: 1333ND24QNB770430

CONTACT POINTS: Cowins, Robert Contract Specialist (301) 975-8335

Wong, Hing Pan, Contracting Officer (301) 975-6289

DESCRIPTION: The National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, under authority of FAR Part 13.106-1(b) with PikTime Systems, for the acquisition of one Long-Haul Fiber-Optic Time and Frequency Distribution System. The supplies will be utilized by the NIST Information Technology Laboratory (ITL), in Gaithersburg, MD.

***** Sole source determination is based on NIST requiring an upgrade to its existing testbed. The required system will be integrated with NIST’s existing PikTime OSTT infrastructure on the network testbed. PikTime’s systems are a critical component of these quantum networks performing precision timing synchronization that is required between 'nodes' on the network. To ensure continuity of science, the new system must be fully compatible with the existing PikTime OSTT infrastructure. No other product has been identified that is capable of providing seamless interoperability with the existing infrastructure. Seamless interoperability is essential for NIST to accurately time and measure data for ongoing and upcoming research projects.

No other products have been identified in the marketplace that meets the minimum specification of PikTime Systems’ equipment or can perform the required functions. PikTime Systems has been identified as the only manufacturer and sole distributor capable of meeting NIST’s requirements.

***** The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees.

****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

*****No solicitation package will be issued. This notice of intent is not a request for quotations.

Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 07/26/2024, 12:00 p.m., EST will be considered by the government. Responses shall be submitted via email to robert.cowins@nist.gov.
