SUBJECT: Notice of Intent for an increase of Total Estimated Cost (TEC) and Period of Performance (PoP) for Kosovo Energy Security of Supply (KESS)

USAID/Kosovo hereby provides notice of its intention to modify Contract AID-167-C-17-00004, also known as the Kosovo Energy Security of Supply (KESS) Activity, by increasing the Total Estimated Cost (TEC) of the award by $750,000, and extending the Period of Performance by 13 months with the Contractor: DT Global. This changes the current TEC of $8,000,000 to a revised TEC of $8,750,000. Additionally, the original period of performance from August 10, 2017 to August 9, 2022 will be extended until September 30, 2023, and no change in activity scope of work is requested.

USAID’s Kosovo Energy Security of Supply activity provides technical assistance across the energy sector to design and implement energy security projects in Kosovo. USAID’s activity strengthens the Government of Kosovo’s (GOK) efforts to modernize the country’s existing electricity sector and provide for a more reliable, cleaner, and affordable supply of energy. The activity builds the GOK’s capacity to develop and promote new energy projects and negotiate and implement future energy-sector transactions.

The activities to be completed by the Contractor are in line with the current scope of the KESS Activity. Continuing performance of the proposed activities with the same contractor is critical to the mission of USAID and is in the best interest of the United States Government. A Justification and Approval for other than Full and Open Competition (J&A) will be published after the modification is executed, pursuant to FAR 6.305.
