SUBJECT: Procurement of Galvonometer Scanner System

DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with the ScanLab America Inc., located at 100 Illinois St STE 200, Saint Charles, IL., for the acquisition of a Galvanometer Scanner System, manufactured by ScanLab for use with an additive manufacturing Metrology Testbed (AMMT) controller at NIST. The supplies will be utilized by the NIST Engineering Laboratory (EL), in Gaithersburg, MD.
The Production Systems Group (PSG) at NIST specializes in metals-based additive manufacturing (AM) research, aiming to drive advancements in measurement science that enable swift design-to-product transformations. In collaboration with both internal and external scientists, the group diligently develops, analyzes, and implements tailored control and monitoring methods and tools for AM measurement science. To support this aim, a Laser Processing Diffraction Testbed (LPDT) has been developed. The NIST LPDT is a fully custom, open-platform laser powder bed fusion (LBPF) system designed to enhance controls, monitoring, and metrology research. It has a compact/portable design and can conduct experiments under Synchrotron X-ray for diffraction measurements.
***** Sole source determination is based on the need to acquire another scanner identical to one currently in use, in order to upgrade the AMMT to a dual-laser configuration and advance research in metal-based additive manufacturing. Compatibility with NIST’s existing equipment is crucial not only for maintaining the integrity of the research but also for enabling consistent, reproducible results that can directly influence and enhance real-world AM production technologies.
Based on the above, only ScanLab America Inc. is capable of meeting the Government’s needs of this requirement.
***** The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees or less.
****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
*****No solicitation package will be issued. This notice of intent is not a request for quotations.
Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 02/17/2025, 12:00 p.m., EST will be considered by the government. Responses shall be submitted via email to robert.cowins@nist.gov.
