About this file

This is a Notice of Intent to Award a Noncompetitive Contract Action from the National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Western Acquisition Division. NOAA intends to award a one-year contract modification to ANG Signal, LLC (UEI: LSE2QCQLHJV5) to extend existing contract 1305M325P0085 for Advanced Operations, Engineering, and Architecture Information Technology (IT) Support Services. The contract modification will be awarded under simplified procedures up to $9 million using the authority of 41 U.S.C. 1901 and FAR 12.102, prior to the current contract expiration date of April 2, 2026. The anticipated period of performance for the bridge contract extension is April 3, 2026 to April 2, 2027.

The services support NOAA's N-Wave program, which provides secure, high-speed network connectivity and critical IT infrastructure including cloud networking, enterprise managed local area network (LAN), enterprise wireless, enterprise firewall, and enterprise remote access virtual private network (VPN). These services will be performed at multiple NOAA sites and facilities primarily within the continental United States. NOAA classified this requirement under NAICS Code 541519 (Other Computer Related Services) and Product Service Code R425 (Support - Professional: Engineering/Technical). The noncompetitive award is justified because ANG Signal, LLC, as the incumbent contractor, possesses the immediate resources, knowledge, and infrastructure necessary to ensure continuity of critical IT operations without delay while a fully competed follow-on requirement is being solicited. This is not a small business set-aside. Interested firms may submit written responses demonstrating comprehensive understanding of requirements and capability to meet the requirement no later than the due date and time of this notice.

The Government requires a one-year extension to bridge contract 1305M325P0085 for continued support for the advanced operations, engineering, and architectural Information Technology (IT) Support Services of the N-Wave program and associated portfolio of network services. A one-year extension to the bridge contract is necessary in order to permit the continuation of critical IT services and prevent a gap in coverage while the follow-on requirement is being solicited and awarded competitively. The N-Wave program plays a fundamental role in supporting NOAA’s operational mission by ensuring secure, high-speed network connectivity for critical data transmission and remote collaboration among researchers, agencies, and external partners. This acquisition is essential for ensuring uninterrupted IT operations and maintaining key network services, including cloud networking, enterprise managed local area network (LAN), enterprise wireless, enterprise firewall, and enterprise remote access virtual private network (VPN). These services directly support NOAA’s ability to conduct scientific research, weather forecasting, and environmental monitoring, ensuring that critical data and real-time information remain accessible to mission stakeholders. The services required under this acquisition are anticipated to be performed at multiple NOAA sites and facilities primarily within the continental U.S.

The anticipated period of performance for the bride contract extension is 3 April 2026 to 2 April 2027.

NOAA intends to award a contract modification under existing contract 1305M325P0085 to ANG Signal, LLC under the authority of 41 U.S.C. 1901, using simplified procedures up to $9 million as implemented by FAR 12.102, prior to the current contract expiration date of 2 April 2026.

As the incumbent contractor, only ANG Signal, LLC possesses the immediate resources, knowledge, and infrastructure to ensure complete continuity of operations. Only ANG Signal, LLC is in a unique position to provide the critical IT services at the level of quality required without causing unacceptable delays and disruption of services to the N-Wave program. The scope of work is not changing and the contractor will continue working without interruption with established staff through the bridge contract extension period of performance. As a result, ANG Signal, LLC is in the best position to continue providing IT services without delay to the N-Wave program to support critical IT infrastructure across NOAA and the Department of Commerce while efforts to award the fully competed follow-on requirement is underway.

This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. Firms who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirements.

All written responses must include proof of possessing permits and a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within its discretion. Affirmative written responses must be received no later than the due date and time of this notice.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
