About this file
This is a Notice of Intent for a Sole Source Award posted by the U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) on SAM.gov on July 29, 2026. The FDA intends to award a firm-fixed-price purchase order to Z-Spec, Inc. for two brand-name analytical laboratory instruments: one Z-Spec Z-max Analyzer and one Z-Spec E-max PLUS Analyzer. These proprietary instruments utilize patented High Definition X-ray Fluorescence (HDXRF®) and Monochromatic X-ray Fluorescence (MXRF) technologies to detect and quantify heavy metals including arsenic, cadmium, mercury, and lead in food, dietary supplements, cosmetics, spices, soil, and water matrices. The solicitation number is 75F40126Q00337, with a 12-month period of performance estimated from September 30, 2026 through September 29, 2027. Product Service Code is 6640 (Laboratory Equipment and Supplies), and the small business size standard is 1,000 employees under NAICS Code 334516.
The FDA justifies the sole source restriction under FAR 6.103-1 (Only One Responsible Source) based on three grounds: the proprietary technology exclusive to Z-Spec, Inc.; the absence of commercially available alternatives meeting the government's ultra-low detection limits of 0.03 µg/g for arsenic, 0.04 µg/g for cadmium, 0.06 µg/g for mercury, lead, and thallium; and Z-Spec's status as the only responsible source capable of meeting all requirements. Interested parties may submit capability statements or quotes by August 13, 2026 at 3:00 PM Eastern Time to Contracting Officer Min Jie Zeng (Minjie.Zeng@fda.hhs.gov). Responses must include company information, detailed technical specifications, pricing, delivery schedule, and evidence of past performance. Delivery is required within 45 days of award to 5001 Campus Drive, College Park, Maryland 20740, and includes vendor-provided installation, calibration, and one-day onsite training. The system shall include a 12-month extended warranty covering parts and labor with one preventive maintenance visit.
