About this file

This Notice of Intent (NOI) from the Department of the Air Force (DAF) seeks potential leasing opportunities for developing Artificial Intelligence (AI) Data Centers at five Air Force installations through Enhanced Use Lease (EUL) authority. The potential locations include Edwards AFB (CA), Arnold AFB (TN), Robins AFB (GA), Joint Base McGuire-Dix-Lakehurst (NJ), and Davis-Monthan AFB (AZ), with each site anticipated to support large-scale data center development requiring over 100 megawatts of new load dedicated to AI data generation.

Interested developers must demonstrate prior experience in planning, financing, and constructing hyperscale data center projects, including energy components and utility coordination. The DAF is primarily seeking ground lease payments and may favorably consider energy resilience as an additional factor. A Request for Lease Proposal (RFLP) is planned for release in October 2025, with the NOI noting that both documents will contain minimal information on power, utilities, and infrastructure. Developers will be expected to analyze opportunities and constraints independently, and a full development plan will be required from selected lease applicant(s) prior to closing.

Notice of Intent (NOI)

Subject: Potential Leasing Opportunities for Development of AI Data Centers at Multiple Air Force Installations

Notice Type: Special Notice – Notice of Intent

Agency: Department of the Air Force

Office: Air Force Civil Engineer Center, Real Estate Development Division, Enhanced Use Lease Execution Branch (AFCEC/CIUE)

Synopsis:

The Department of the Air Force (DAF) intends to evaluate opportunities for the development of Artificial Intelligence (AI) Data Centers through Enhanced Use Lease (EUL) authority (10 U.S.C. § 2667) at one or more Air Force installations. The DAF is primarily seeking ground lease payments for consideration. If energy generation is included within an offeror’s proposal, then the DAF may favorably consider energy resilience as an additional consideration component. Any offer provided must demonstrate no negative impact to the energy or water resiliency of the associated DAF installation or surrounding community.

The potential locations under consideration include:

• Edwards Air Force Base, California

• Arnold Air Force Base, Tennessee

• Robins Air Force Base, Georgia

• Joint Base McGuire-Dix-Lakehurst, New Jersey

• Davis-Monthan Air Force Base, Arizona

The Air Force anticipates that each potential site will support large-scale data center development that requires greater than 100 megawatts (MW) of new load dedicated to AI data generation.

Developer Experience Requirement:

To ensure successful execution, interested developers should demonstrate prior experience in planning, financing, and constructing hyperscale or equivalently large data center projects, including any energy components and utility coordination. Only firms with verifiable experience in projects of comparable size and complexity will be considered for further engagement.

Planned Timeline:

• A Request for Lease Proposal (RFLP) is anticipated for release in October 2025.

• Developers should note that both the NOI and RFLP are expected to contain minimal information on power, utilities, and infrastructure. Offerors are expected to analyze these opportunities and constraints in preparing their proposal. A full development plan from the selected lease applicant(s) will be required prior to closing.

Disclaimer:

This NOI is issued for informational and planning purposes only and does not constitute a solicitation or obligation on the part of the Government.
