NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
TO DSTEIGER CONSULTING
The Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Office of the Assistant Secretary requires the support of a Contractor who can provide Subject Matter Expert (SME) assistance on Early Childhood Development issues. The purpose for the acquisition of these services is to assist Government personnel by conducting research, analysis, review, and information regarding various topics within the program development activities related to Early Childhood Development initiatives.
The anticipatory procurement will be conducted in accordance with (IAW) 41 U.S.C. §1901, et seq., as amended and FAR subpart 13.5, and will adhere to FAR 13.501, “Special documentation requirements.” A timely J&A with the content requirements identified at FAR 6.303-2 will be posted on the GPE. The anticipatory contract will not exceed the thresholds as identified at FAR 13.501(a) (2)(i).
Because of the contractor’s uniquely positioned services to be offered, ACF anticipates a sole sourced award to DSteiger Consulting. The contractor DSteiger Consulting has several years of experience with the DHHS regarding human service programs, which includes research, data collection, reviews, as well as general assistance to the Agency. This Notice of Intent (NOI) satisfies the requirements of FAR 5.102(a) 6. It is expressly stated that at no time does the Government seek any personal services or shall the contractor perform any inherently governmental functions, or provide services which fall under FAR Subpart 37.2 prohibitions.
Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Agency which are very time sensitive. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. Questions or comments to this Notice of Intent should be directed to the Contract Specialist Alyson Allman at alyson.allman@acf.hhs.gov No phone calls will be accepted.
