About this file
This is a Notice of Intent to Sole Source from the Federal Bureau of Prisons for telecommunications infrastructure and network connectivity services at Federal Correctional Complex (Yazoo City, MS) for Fiscal Year 2027. The Federal Bureau of Prisons intends to award a firm-fixed-price sole source contract under FAR 6.103-5(c)(1) and FAR 7.201(f) to AT&T Corporation for commercial telecommunications infrastructure, network connectivity, and equipment solutions. The requirement involves maintaining secured commercial data networks, telecommunications trunking, and mission-critical network equipment routing to and from the facility to support operational connectivity, safety communications, and regional facility network integration.
The justification for sole sourcing to AT&T is based on its proprietary network grid and established physical telecommunications infrastructure within Yazoo City's localized footprint, combined with specialized secure facility interface hardware. The agency determined that fulfilling this requirement through any other telecommunications carrier would necessitate extensive custom infrastructure buildout, creating substantial cost duplication and unacceptable operational delays that would compromise critical safety communication networks. Although this is not a competitive procurement, all responsible sources may submit capability statements, proposals, or quotations for consideration by November 18, 2026, at 4:00 PM CDT. The determination whether to compete the contract remains solely at the government's discretion. Submissions should be directed to the Contracting Officer at c3tate@bop.gov. The NAICS code is 517111 (Wired Telecommunications Carriers) and the PSC is 5805 (Telephone and Telegraph Equipment).

2. DESCRIPTION OF REQUIREMENT
The Federal Bureau of Prisons, Federal Correctional Complex (FCC) Yazoo City, intends to enter into a sole source, firm-fixed-price contract for commercial telecommunications infrastructure, network connectivity, and equipment solutions for Fiscal Year 2027. The required services consist of maintaining secured commercial data networks, telecommunications trunking, and mission-critical network equipment routing to and from FCC Yazoo City to facilitate official operational connectivity, safety communications, and regional facility network integration.
3. SOLE SOURCE JUSTIFICATION
The statutory authority permitting other than full and open competition is FAR 6.103-5(c)(1) (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) and FAR 7.201(f) (Commercial-Preference Hierarchy).
AT&T Corporation is the sole provider capable of meeting the government’s specific requirement due to its proprietary network grid, established physical telecommunications infrastructure passing through the immediate localized footprint of Yazoo City, MS, and specialized secure facility interface hardware. In accordance with the mandatory commercial-preference hierarchy, the agency must prioritize existing commercial infrastructure over custom, open-market built-out solutions. Fulfilling this requirement via any other telecommunications carrier would require an extensive, custom infrastructure buildout, introducing a substantial duplication of costs and causing unacceptable operational delays that would compromise the agency's critical safety communication networks.
4. MARKET RESEARCH & RESPONSES
This notice is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the
Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Interested firms must demonstrate their ability to provide an identical, off-the-shelf commercial telecommunications network and infrastructure capable of fulfilling this requirement and submit their documentation by no later than November 18, 2026, at 4:00 PM CDT.
