FBO Announcement: Pre-Solicitation Notice, Notice of Intent
This is a Federal Business Opportunities (FBO) pre-solicitation notice announcing NIST's intent to award a sole source contract to Toptica Photonics Inc. for a Tunable Red Laser. The National Institute of Standards & Technology, through its Materials Measurement Science Division, requires a narrow-linewidth, fiber-coupled tunable 640 nm laser system to support an advanced chemical metrology project focused on developing an on-chip particle analyzer for sub-10 nm nanoparticle detection and analysis. The laser must meet specific technical requirements: center wavelength of 640 nm with a tuning range of 637–642 nm, output power exceeding 200 mW, mode-hop-free tuning range greater than 20 GHz, linewidth of 600 kHz, frequency stability less than 100 MHz/K, and fully digital control electronics with integrated CPU/FPGAs, touch display, automated "Click & Lock" and "ReLock" software capabilities, and a dual-stage optical isolator rated at 60 dB or greater.
The procurement will be awarded on a Firm-Fixed Price basis under FAR Part 12.102(a) sole source authority (41 U.S.C. 1901). The applicable NAICS code is 334516 with a small business size standard of 1,000 employees. No formal solicitation package will be issued; however, interested parties capable of meeting the stated requirements may submit responses for government consideration by August 3, 2026 at 11:00 a.m. Eastern Standard Time. Responses must include information regarding the instrument's manufacturing location. Inquiries should be directed to latish.walker@nist.gov at the NIST Acquisition Management Division in Gaithersburg, Maryland.

FBO ANNOUNCEMENT: PRE-SOLICITATION NOTICE, NOTICE OF INTENT
ACTION CODE: SPECIAL NOTICE
CLASSIFICATION CODE: J – Maintenance, Repair, and Rebuilding Equipment
SUBJECT: Tunable Red Laser
The National Institute of Standards & Technology (NIST) intends to negotiate on a sole source basis IAW RFO Part 12.102(a), statutory authority 41 U.S.C. 1901, with Toptica Photonics Inc., located in Pittsford, New York for a Tunable Red Laser.
Sole Source Justification based on the following:
The Materials Measurement Science Division (MMSD) of NIST is developing an on-chip particle analyzer capable of detection and analysis of sub-10 nm nanoparticles. The project is Advanced Chemical Metrology for Semiconductor Cleansing Chemicals: Organic Contaminants, Native Particles and Precursors, and Rapid Particle and Impurity Characterization.”
The division requires a narrow-linewidth, fiber-coupled tunable 640 nm laser system to enable characterization of water-filled microcavities for on-chip nanoparticle sensing and their real-time analysis. This project requires a single-frequency, narrow-linewidth tunable red laser that can (1) scan smoothly across cavity resonances and (2) be stably locked at a chosen mode while delivering light through a polarization-maintaining fiber to the microcavity.
Market research by the Government has identified Toptica Photonics, Inc., as the sole provider of the Tunable Red Laser with a capable wavelength of 640nm. Toptica Photonics.
• Wavelength Performance - Center wavelength of 640 nm, tuning range of 637–642 nm, output power > 200 mW, and a mode-hop-free (MHF) tuning range of >20 GHz;
• Spectral Purity - Linewidth [5 us] of 600 kHz and frequency stability << 100MHz/K; &
• Control Infrastructure - Fully digital control electronics with integrated CPU/FPGAs, a touch display, automated "Click & Lock" and "ReLock" software intelligence, and a dual-stage optical isolator (> 60 dB).
The resulting purchase order will be a Firm-Fixed Price award. The NAICS code is 334516 with a small business size standard of 1,000 employees.
No solicitation package will be issued. This is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit a response to the Government for consideration. Responses received by 8/3/2026 @ 11:00am Eastern Standard Time will be considered by the Government. Also, please include where the instrument was manufactured.
