About this file
This is an Intent to Sole-Source notice published by the Federal Railroad Administration (FRA) announcing its plan to award a firm-fixed-price contract to Main Electric, LTD. of Pueblo, Colorado for replacement and remediation work on electrical transmission infrastructure.
The requirement involves replacing Circuit #1 and Circuit #2 on thirteen transmission poles, with four primary tasks: Cabinet Cutover and Install; T-Line Maintenance and Breaker Install; Transmission Remediation; and procurement of other materials as directed by the government. The FRA justifies the sole-source approach based on Main Electric's prior performance of the initial inspection and its developed expertise of the site-specific TTC (transmission) electrical systems and inspection methodology. The agency asserts that transitioning to an alternative vendor would require significant time and resources to replicate this specialized knowledge, create inconsistency in inspection methodology and reporting, and result in schedule delays and operational risk. The procurement will be conducted under FAR 12 (commercial products and services) procedures. Although this is not a competitive request for quotes, the notice invites all responsible sources to submit capability statements, proposals, or quotations for consideration; however, the government assumes no responsibility for costs incurred by respondents. Submissions should be directed via email to david.bustamante@dot.gov. No specific response deadline or contract award date is provided in this notice.

Intent to Sole-Source: The Federal Railroad Administration (FRA) intends to restrict competition and award a firm-fixed-price contract to Main Electric, LTD
Intended Awardee: Main Electric, LTD. 653 E Enterprise DR STE A Pueblo, Colorado 81007-4423
Description of Requirement: The requirement is to replace Circuit #1 and Circuit # 2 to thirteen (13) transmission poles. The contractor will perform the following tasks: Task 1: Cabinet Cutover and Install, Task 2: T-Line Maintenance and Breaker Install, Task 3: Transmission Remediation, Task 4: Other materials as required by the government (ODC).
Basis of decision: Main Electric was identified as the only responsible source capable of meeting the requirement within the required timeframe. Main Electric previously performed the initial inspection and has developed a comprehensive understanding of the TTC infrastructure, enabling immediate continuity of services without transition risk. Due to the specialized nature of the work, the need for consistency in inspection methodology, and the operational impact of delays, conducting additional market research or transitioning to a new vendor is not recommended. Main Electric was determined to be the most qualified vendor to fulfil this requirement.
• Main Electric performed the initial inspection and developed a detailed, site-specific understanding of the TTC electrical systems, and inspection methodology. This knowledge is not fully transferable and would require significant time and effort for another vendor to replicate.
• Maintaining the same vendor ensures consistency in inspection methodology, and reporting. Introducing a new vendor would create variability in approach and results, potentially impacting the reliability of inspection and replacement outcomes.
• Transitioning to a new vendor would require site familiarization, and redevelopment of inspection baselines, resulting in schedule delays and increased risk to operations
Due to the specialized and urgent nature of this requirement and the need for continuity of services, the Government is recommending a sole source. The requirement builds upon work previously performed by Main Electric, which conducted the initial inspection and developed a comprehensive understanding of the TTC infrastructure, inspection methodology, and site-specific conditions. Transitioning to a new vendor would require significant time and resources to replicate this knowledge, resulting in delays and an increase in performance risk.
Therefore, Main Electric LTD., is the only reasonable source that can meet the Government's needs. The requirement will be procured in accordance with the procedures of FAR 12 – Acquisition of Commercial Products and Commercial Services.
This is NOT a request for quotes.
All responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the agency. The Government will not be responsible for any costs incurred by responding to this notice.
