About this file

This is a Notice of Intent to Negotiate a Sole-Source Contract issued by the U.S. Department of Commerce's National Oceanic and Atmospheric Administration (NOAA). NOAA intends to negotiate a sole-source contract under FAR Part 13 with SAFE Boats International, LLC (SBI) for a 19-foot Rigid Hull Inflatable (RHI) Boat Center Console small boat for the NOAA Ship Oscar Elton Sette. The procurement falls under NAICS code 336612 Boat Building with a business size standard of 1,000 employees.

The sole-source justification is based on SBI's previous manufacture of seven identical boats for NOAA programs in Hawaii from 2003 to 2019, with five operated by the Pacific Island Fisheries Science Center and two by the National Ocean Service Papahānaumokuākea Marine National Monument. NOAA has developed an extensive parts inventory specifically for these SAFE Boats at the PIFSC facility, creating significant cost savings and operational efficiencies. While this is not a formal solicitation, other interested parties may submit capability statements demonstrating their ability to meet the requirements to Contract Specialist Shawn Griscom at Shawn.Griscom@noaa.gov by 2:00 PM EST on August 11, 2025. All contractors must be registered in the System for Award Management (SAM) with a Unique Entity ID to be eligible for award.

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and the Office of Marine and Aviation Operation (OMAO), intends to negotiate on a sole source basis, under the statutory authority of Federal Acquisition Regulation (FAR) Part 13 with SAFE Boats International, LLC (SBI) for a 19ft Rigid Hull Inflatable (RHI) Boat Center Console small boat.

NOAA Ship Oscar Elton Sette is currently in need of 19ft RHI Center Console small boat. SBI has been the manufacture of seven boats of the exact same Make/Model for NOAA program offices in Hawaii from 2003 to 2019. Five of these boats are operated by the Pacific Island Fisheries Science Center (PIFSC) and two are operated by the National Ocean Service Papahānaumokuākea Marine National Monument. NOAA programs in Hawaii have developed an extensive parts inventory specifically for the 19ft SAFE Boats, located at the PIFSC facility resulting in significant cost savings in spare parts for effective servicing and repairs; this parts inventory would support the Oscar Elton Sette small boat as needed. Adding a 19ft RHI Center Console small boat of the same Make/Model allows cross usage of the small boat between NOAA programs in Hawaii while allowing NOAA to maintain a uniformity in training that enhances operator proficiency and safety ensuring mission readiness for routine and emergency field work. SBI will build a 19ft RHI Boat Center Console small boat. The associated North American Industry Classification Code (NAICS) code is 336612 Boat Building, with a business size standard of 1,000 employees.

A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Evidence must provide the ability to complete the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Contract Specialist Shawn Griscom at Shawn.Griscom@noaa.gov by 2:00 PM EST on August 11, 2025.
