About this file
The document is a Notice of Intent to Award Sole Source for a purchase order from the 377th Mission Support Group Contracting Division at Kirtland Air Force Base. Toray Advanced Composites USA, Inc. will be the sole source provider of AmberTool HX42 composite tooling prepreg, specifically for improving tooling processes of collapsable tube mast booms for high gain antenna applications. The prepreg must be capable of curing at low temperatures (<180°F) to a rigid self-supporting state and then at high temperatures (>370°F) for repeated use at 350°F, with a surface finish developed through a fine lower areal density weave.
The purchase will be made under Simplified Acquisition Procedures with Other Than Full and Open Competition, as authorized by FAR 13.106-1(b). The anticipated award date is 20 July 2025, with a closing date for responses of 8 July 2025 at 12:00 PM Mountain Daylight Time. While this is not a request for competitive proposals, interested parties are invited to submit written information describing their ability to provide the product. The government retains sole discretion to determine whether to conduct a competitive procurement based on any received responses. Contact points for information are Jinta Sasamori and Anna Hartkopp from the Air Force contracting team.

NOTICE OF INTENT TO AWARD SOLE SOURCE:
The 377th Mission Support Group Contracting Division, Kirtland AFB, New Mexico intends to award a sole source purchase order Toray Advance Composites USA, Inc. (cage code 02SW6), 18410 Butterfield Blvd. Morgan Hill, CA 95037-2857. Toray Advanced Composites USA, Inc.
will be able to provide a composite tooling prepreg that will allow Kirtland Air Force Base (AFB) to improve the tooling process of collapsable tube mast booms for high gain antenna applications. The AmberTool HX42 composite tooling prepreg was originally marketed in the early 2000's by Amber Composites in the UK. Amber Composites was acquired by TenCate Advanced Composites in 2013. TenCate Advanced Composites was later acquired by the Toray group and became Toray Advanced Composites in 2018. The AmberTool HX42 composite tooling prepreg is now exclusively sold by Toray Advanced Composites. Composite tooling prepreg must be capable of being cured at low temperatures (<180degF) to a rigid self-supporting state followed by high temperature cure to temperatures >370degF to create tooling capable of repeated use at 350degF. The tooling must have the appropriate surface finish for repeated use, developed through the use of a finer lower areal density weave for the surface layers. Due to its nearly 30 year market longevity, AmberTool HX42 is arguably the most mature composite tooling prepregs for aerospace applications. Toray Advanced Composites USA, Inc. is and remains the sole source in North America for providing a composite tooling prepreg that allows for the improvement of the tolling process; therefore, the product must be ordered through Toray Advanced Composites USA, Inc.
This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b). The anticipated award date is 20 July 2025. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above.
A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
A Sole Source Justification Letter will be posted with the Notice of Intent to Award Sole Source IAW Far 6.305(a).
