NOTICE OF INTENT
The Social Security Administration (SSA) intends to negotiate solely with Cooperative Personnel Services (CPS), 2450 Del Paso Road, Suite 220, Sacramento, CA 95834 to continue the EDPNA Program for one-year, for the Eligible for Direct Payment Non-attorney (EDPNA) program. The purpose of this contract modification/extension for the current contract SS00-16-60049 for 12 months is to re-evaluate our requirements for the continuation of the program as required by law. CPS is uniquely positioned as the incumbent to continue the EDPNA Program without interruption since they have all staffing and databases already in place.
The authority for this acquisition is set forth in the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. All questions and submissions in response to this notice must be submitted electronically via email to Andrew.Tompkins@ssa.gov by 5 PM ET on August 30th, 2021. No telephone calls regarding this matter will be accepted or returned.
