Notice of Intent

The Food and Drug Administration (FDA), Center for Tobacco Products (CTP) intends to award a purchase order for a Base Year (12 months) and Four (4) Option Year Periods (48 months) on a sole source basis to PointCross Incorporated: 1291 E Hillsdale Blvd Suite 304, Foster City, CA 94404-1292.
The Purchase Order is for Xbiom (formerly Orchestra) platform software license maintenance upgrade and support to provide ongoing operations, maintenance and training for the Risk Modeling and Simulation Tool (RMST) that is used by toxicologist to review nonclinical study data to meet their mission.
The authority for this sole source is FAR 6-302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System Code is 541511, Custom Computer Programming Services.
This Notice of Intent is not a request for competitive quotes or proposals. There are no available solicitation documents and telephone requests will not be accepted. However, firms that believe they can provide the licenses and upgrades of the Xbiom software must submit written notification of interest and capabilities to the Contracting Specialist within fourteen (14) days from the publication date of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will determine whether to conduct a competitive procurement.
