NOTICE OF INTENT
Description of Requirement: Regional Transportation District (RTD) Eco Passes
NAICS: 485210

This requirement is subject to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i). This is a notice of intent to negotiate a sole source procurement only and is not a request for competitive quotations. However, contractors who want to challenge this sole source must submit an interest letter, as well as a capabilities statement, that demonstrates their ability to perform this work.
The information must demonstrate the organizations’ ability to provide the product(s) and service(s) as described within this notice, as well as the associated justification. All interested organizations must respond to this Special Notice by December 11, 2025, 10:00 AM Mountain Daylight Time, email Lauren Lopez, Contracts Specialist, at Lauren.Lopez@nist.gov.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. NIST shall not reimburse for any cost(s) associated with providing capability information.

The National Institute of Standards and Technology (NIST), intends to negotiate on a sole-source basis under the authority of FAR 13.106-1(b)(1)(i) with the Regional Transportation District (RTD), for the purchase of Eco-Passes. Interested organizations shall include within their capabilities, evidence of an established process of providing annual monetary reimbursements back to NIST, Boulder, CO for any unutilized Eco-Passes.
