This document is a Notice of Intent to award a sole-source purchase order for 1 Oil Tester Part Number: OC60-DI, and 1 Cell Part Number: OC-TC to Hipotronics, Inc. The Department of the Army, Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division intends to acquire these items under the simplified acquisition procedures of FAR Part 13 and the commercial item acquisition procedures of FAR Part 12. Hipotronics, Inc. is the only vendor that can provide the oil tester and cell proven to work with the DoD's PED/Mission Modernization Branch's in-house test systems. The Government is soliciting capability statements from any interested parties that can meet the requirements without compromising delivery, warranty, or pricing by November 18, 2024. A competitive procurement may be conducted in the future based on the responses received.

NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER
Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, Tobyhanna, PA 18466 intends to award a sole source purchase order to Hipotronics, Inc., 3030 Kutztown Rd, Reading PA ,19605.
This supply requirement is for the purchase of 1 each Oil Tester Part Number: OC60-DI, and 1 each Cell Part Number: OC-TC.
Hipotronics, Inc. is currently the only vendor providing Oil Tester/Cell proven to work with in house test systems under the Department of Defense (DoD) PED/Mission Modernization Branch and is a required source for this purchase.
The Government intends to acquire this supply under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly under the authority of FAR 13.106-1(b)(1).
This is not a solicitation for competitive quotes. However, if any interested party that can provide this supply, without compromising manufacturing delivery, warranty, or mark ups, you may submit a statement of capabilities that may be considered by Tobyhanna Army Depot. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
The capability statement, a price list and any other information furnished must be via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements.
Capability statements and related materials must be e-mailed to Melissa Hoffman at Melissa.hoffman4.civ@army.mil by 10:00 AM EST on 18 November 2024.
