About this file

This is a Special Notice of Intent to Award a Sole Source Contract to Datavant Inc for continuation support of end-to-end data delivery for the National Center for Advancing Translational Sciences (NCATS) data ecosystem associated with the National COVID Cohort Collabortive (N3C) platform. The Office of the Chief Information Officer intends to award a sole source contract not exceeding $7.5 million, with a performance period of up to eight months, utilizing Simplified Acquisition Procedures (SAP) and anticipated to be awarded by September 26, 2025.

The document specifically notes that Datavant is the only source capable of continuing support, as the N3C platform relies on Datavant's proprietary tokenization engine critical for deidentification, harmonization, and data delivery. The data partners comprising the platform are linkable only through Datavant's PPRL technology. Vendors interested in challenging this sole source determination must provide clear evidence that competition would be advantageous, with the government retaining sole discretion on whether to compete the proposed contract. The vendor's details include a Unique Entity ID of LHLRS1J18BK7, located in Phoenix, Arizona, with a contract point of contact being Darnell Harkless at darnell.harkless@hhs.gov.
