About this file

This is a Notice of Intent to award a sole-source purchase order for Cosmetic Chemical Safety Assessment software. The U.S. Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS), on behalf of the Food and Drug Administration (FDA), intends to award the contract to ALTAMIRA, LLC for ChemTunes (part of the ChemTunes ToxGPS suite), a chemoinformatics platform and toxicity database designed to support chemical safety assessment through predictive toxicology modeling and cheminformatics tools. The contract will be awarded using simplified acquisition procedures under RFQ 12.102(a) based on the determination that only one responsible source exists to provide maintenance and support for this existing software. The requirement is for a base period plus four (4) option periods pursuant to FAR 52.217-9.

This Notice of Intent is not a request for competitive quotations. However, any party who believes they can perform the requirement may submit a capability statement for government consideration by June 17, 2026 at 10:00am EDT. The government retains sole discretion to determine whether to conduct a competitive procurement based on responses received. Responses and questions should be submitted via email to Chantal Cornelius at Chantal.cornelius@hhs.gov. The government will not be responsible for any costs incurred by parties responding to this notice.

THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS.

This is a notice of intent to award a sole-source contract using simplified acquisition procedures and is not a request for competitive quotes.

The Office of Mission Acquisition Solutions (OMAS), U.S. Department of Health and Human Services (HHS) on behalf of the Food and Drug Administration (FDA) intends to award a sole-source purchase order using the procedures at RFO 12.102(a), as it has been deemed that only one source is available to meet this specific requirement. This purchase order is intended to be awarded to ALTAMIRA, LLC for ChemTunes (part of the ChemTunes ToxGPS suite) which is a chemoinformatics platform and toxicity database.

The requirement is for Cosmetic Chemical Safety Assessment software for a base period plus four (4) option periods pursuant to FAR 52.217-9 (Option to Extend the Term of the Contract). Evaluating the toxicity of cosmetic ingredients is challenging due to the complexity of their chemical structures and limited availability of experimental toxicity data. ChemTunes ToxGPS is a commercial computational system designed to support chemical safety assessment through predictive toxicology modeling and cheminformatics tools. Only one responsible source exists to provide maintenance and support for existing Cosmetic Chemical Safety Assessment Software.

This notice of intent is not a request for competitive quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.

Information received by the government as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The government will not be responsible for any costs incurred by a party who responds to this notice. A party may identify their interest and submit a capability statement by June 17, 2026 by 10:00am EDT.

Responses, including questions about this notice, should be sent via email to Chantal Cornelius at Chantal.cornelius@hhs.gov.
