Notice of Intent
Notice of Intent to Sole Source
This notice is prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 - Synopses of Proposed Contract Actions. The contracting office for this notice is the 10th Contracting Squadron, USAF Academy, CO 80840.
The US Air Force Academy (USAFA) intends to award a sole source commercial contract using simplified acquisition procedures in accordance with FAR parts 12 & 13 to The CBORD Group, LLC, a large business headquartered at 950 Danby Rd, Ste 100c, Ithaca, NY, USA. The authority for this non-competitive award is 10 USC 2304(c)(1), only one responsible source. The NAICS code for this requirement is 513210 and the PSC is 7A21. The size standard as defined by the U.S. Small Business Administration is $47.0 million. This notice incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2025-06 effective 10 October 2025. The Government has deemed CBORD Group, LLC to be a responsible contractor with respect to performance.
1. Only one responsible source and no other item will satisfy the USAFA requirement.
2. The United States Air Force Academy currently has renewed the CBORD Group, LLC This requirement is for annual license renewal of CBORD's proprietary Menu Management System (MMS) cloud-based software, for use with the CBORD MMS which was instituted in FY19. There are no authorized distributors of the software. CBORD does not sell the Fusion software license through GSA Federal Supply Schedule (FSS).
3. The following specifications are required at a minimum for $18 million of subsistence supporting 3.5 million meals served annually:
a. menu planning
b. projecting quantities of subsistence
c. interfacing orders for DFAS payment
d. ordering, receiving, issuing and inventorying
4. Anticipated award by 1 January 2026 as a Firm-Fixed-Price Definitive Contract.
Based upon the information above, there is only one solution that meets USAFA’s requirement.
Therefore, the contracting officer has determined that the circumstances of the contract action deem only one source reasonably available IAW FAR 13.106-1(b)(1).

A SOLICITATION WILL NOT BE POSTED. Based on previous market research conducted, the Government intends to proceed with this sole source action. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals.

All responsible sources may submit a capability statement. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Responses and questions shall be submitted to Ronald Wilson at ronald.wilson.26@us.af.mil no later than 10:00am, MDT on 28 Nov 2025. Responses received after this will be considered late IAW FAR 52.212- 1(f) and will not be evaluated.
Contractors must have a current registration with the System for Award Management (SAM) at http://sam.gov/ to be eligible for award. The Government bears no legal liability for any costs incurred by responding to this notice.
