Pre-Solicitation Notice
This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The Pension Benefit Guaranty Corporation (PBGC), Procurement Division is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm-fixed-price purchase order on a sole source basis to S&P Capital IQ , 55 Water Street, 49th Floor, New York, NY 10041-0004 (DUNS: 071368109) in accordance with FAR Part 12 and FAR Subpart 13.501. The Contractor shall provide a market intelligence platform subscription for 36 named users of the service.
The main categories of information provided by Capital IQ are: a) Real-time market data (i.e., stock prices); b) Financial information (financial statements); c) Valuation (financial modeling); d) Research estimates (from sell-side equity research); e) Qualitative data (transcripts and other items); f) Global market data (international markets); g) News and events (press releases, analyst calls, etc.); h) Fixed income information (prices, yields, etc.); i) Credit ratings and research ratings; j) Security pricing and valuation. Capital IQ provides comprehensive company information and financial modeling that CFRD uses to help determine whether or not to terminate a pension plan. Capital IQ is the only provider that offers this service. It is critical to the CFRD’s mission that it has at least two sources of credit ratings and analysis to justify the Department’s casework, and access to the same financial information used by commercial lenders. PBGC does not want to rely exclusively on one resource as the Agency has historically relied on bond ratings. Relying on one source would not provide a broad enough picture of the possible risks of a plan sponsor to a pension program. It is anticipated that a purchase order award will be issued on or before September 27, 2020, with a one (1) year base period and four (4) one (1) year option periods of performance from September 27, 2020 through September 26, 2025, if all options are exercised. The applicable NAICS Code is 519130 (Internet Publishing and Broadcasting and Web Search Portals). This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all interested parties may submit their capability statements for the required services, which shall be considered by the agency if received by the Points of Contact (POC) listed below by 10:00 AM, EST, September 4, 2020 (reference Solicitation No. 16PBGC20Q0094). A determination to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. POCs: Heather Poindexter, Contracting Officer at Poindexter.heather@pbgc.gov, and Barbara Drook, Contract Specialist, at Drook.barbara@pbgc.gov. Oral communications will not be accepted in response to this notice.
