About this file

This is a Notice of Intent to Sole Source contract opportunity issued by the Uniformed Services University of the Health Sciences (USU), a federal health sciences university located in Bethesda, Maryland on the grounds of Naval Support Activity Bethesda.

USU intends to award a sole-source, firm-fixed-price contract to BIOPAC Systems, Inc., located at 42 Aero Camino, Goleta, California 93117-3105, for the procurement of BIOPAC MRI-compatible behavioral testing equipment suite. The equipment suite includes acoustic stimulation, galvanic skin response (GSR), electrocardiogram (ECG), electromyography (EMG), and respiratory monitoring capabilities. The sole source justification is based on BIOPAC equipment currently in use at the National Intrepid Center of Excellence (NICoE) and its compatibility with the existing MRI system. USU asserts that no other vendor provides MRI-compatible testing equipment that ensures both MRI compatibility and research continuity, making BIOPAC the only vendor meeting agency needs.

In accordance with FAR 5.207(c)(16)(ii), USU is soliciting responses from all responsible sources to demonstrate whether competition would be advantageous to the Government, cost-effective, and time-feasible. Interested offerors must provide clear and convincing evidence of their capability to supply the specified equipment. Responses must be submitted via email to the point of contact by the response deadline stated in the notice. The Government will not reimburse costs incurred by potential offerors in responding to this notice. All information received will be evaluated to determine whether a competitive procurement should be conducted.
