About this file
This is a Notice of Intent to Award a Sole-Source Contract issued by Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, located in Tobyhanna, Pennsylvania. The Army intends to award a sole-source purchase order to Stratasys, Inc. (7665 Commerce Way, Eden Prairie, Minnesota) for Stratasys Emerald Care 450 maintenance and support services for the Stratasys 3D Printer, Model Fortus 450mc. The requirement falls under simplified acquisition procedures outlined in FAR Part 13 and Commercial Items regulations in FAR Part 12, with direct negotiation authority under FAR 13.106-1(b)(1).
The justification for sole-source award is based on Stratasys, Inc.'s exclusive ownership of copyrights, licenses, and intellectual property rights associated with the 450mc hardware and software. While Stratasys utilizes resellers for printer system purchases, only Stratasys is approved to provide support services for the machine. Interested parties who believe they can provide equivalent services without compromising manufacturing delivery, warranty, or pricing may submit a capability statement, price list, and supporting documentation via email to Kaila Black (Kaila.e.black.civ@army.mil) by 9:00 AM EST on July 13, 2026. The Government reserves the right to conduct a competitive procurement based on responses received, and any information submitted will be evaluated solely for determining future competition eligibility.
