Estimated Period of Performance: One-time purchase / delivery order (no option periods) Total Estimated Value: $214,078.02 NAICS Code: 339112 | Size Standard: 1,000 employees (medical instrument/supply manufacturing) —Product/Service Code (PSC): 6515 (Medical and Surgical Instruments, Equipment, and Supplies)

2. Authority for Other Than Full and Open Competition This acquisition is being conducted under the authority of:

• 38 U.S.C. § 8127(b) — Sole source award to a Service-Disabled Veteran-Owned Small Business, and/or

• FAR 6.302-1 / 41 U.S.C. 3304(a)(1) — Only one responsible source can meet agency requirements (brand-name justification for Penumbra Ruby Coils specifically)

Basis/Rationale:

Market research has determined that Penumbra detachable Ruby Coils are the most suitable replacement for the coils previously used by the Interventional Radiology Department at Augusta VA Medical Center.

The basis for this determination includes:

1. Clinical Superiority: The design and performance characteristics of Penumbra Ruby Coils have demonstrated improved patient outcomes compared to previously used products, making them a clinically advantageous choice for Veteran patients requiring embolization procedures.

2. Extended Shelf Life: Penumbra Ruby Coils offer a 7-year shelf life, significantly reducing the likelihood of product expiration and minimizing waste of Government resources compared to alternative products with shorter shelf lives.

3. Physician Familiarity and Patient Safety: The interventional radiologists currently performing procedures requiring detachable coils at this facility are already experienced with the Penumbra product line, as they utilize Penumbra coils at other facilities within the region. This existing familiarity supports seamless clinical integration, reduces the need for additional training, and minimizes procedural risk to Veteran patients during the transition.

4. Continuity of High-Quality Care: Penumbra detachable coils represent the best available option for continuing high-quality, uninterrupted care for Veterans requiring these procedures.

5. SDVOSB Sole Source Support: USVetServ, LLC is a verified Service-Disabled Veteran-Owned Small Business, as confirmed in VA's Vendor Information Pages (VIP)/VetCert database, supplying the required Penumbra Ruby Coil product line. Award to this firm supports VA's statutory priority for SDVOSB/VOSB contracting under 38 U.S.C. §§ 8127-8128. A sole source justification memorandum has been provided by the vendor and is retained in the contract file.

No other product has been identified that meets the combined clinical, safety, and logistical requirements described above.

3. Notice to Interested Parties This notice is not a request for competitive proposals. However, the Government will consider all responses received within the response period. Any firm — particularly other verified SDVOSB/VOSB concerns — believing it can supply detachable coils meeting the clinical and technical characteristics described above may submit a written capability statement.
