Notice of Intent Summary
This is a Notice of Intent issued by the U.S. Geological Survey (USGS) Southwest Biological Science Center announcing a sole-source firm-fixed-price purchase order award to Biomark, Inc. for preloaded 12mm Passive Integrated Transponder (PIT) tags used for fish monitoring in the Colorado River and Little Colorado River. The base requirement consists of 24,000 preloaded 12mm PIT tags with delivery required by August 31, 2026, to Flagstaff, Arizona. Two optional quantity line items of 6,500 additional tags each may be exercised, with delivery dates of September 10, 2026, and September 20, 2026, respectively. The Government anticipates award on or about August 17, 2026, subject to completion of the notice period and availability of funds. This acquisition is not set aside for small business.
The PIT tags must comply with ISO 11784/11785 FDX-B specifications, be activated by a 134.2 kHz electromagnetic field, and be compatible with the Government's existing Biomark PIT scanners, tag guns, and autonomous antenna systems. The sole-source justification is based on Biomark's established history of performance and compatibility within the Grand Canyon monitoring program; market research indicated that other sources could not demonstrate the required read range, detectability, compatibility, or performance history necessary for this specialized application. Capability statements from other responsible sources are invited and must be submitted by email to Joel Berberena, Contracting Officer, at joel_berberena@ios.doi.gov by the posted deadline. Submissions must include technical documentation demonstrating established or equivalent read range, detectability, and compatibility with Grand Canyon fisheries monitoring antenna systems; general ISO compliance alone may be insufficient.

NOTICE OF INTENT
This notice is issued in accordance with FAR (RFO) Part 5, Subpart 5.1. This is not a request for competitive quotes. This notice announces the U.S. Geological Survey’s intent to solicit and award a sole-source firm-fixed-price purchase order to Biomark, Inc. for preloaded 12mm Passive Integrated Transponder (PIT) tags.
This acquisition is not set aside for small business. The Government anticipates award on or about August 17, 2026, subject to completion of the notice period, review of any capability statements received, and availability of funds.
Requirement
The USGS Southwest Biological Science Center, Grand Canyon Monitoring and Research Center requires preloaded 12mm Passive Integrated Transponder (PIT) tags for fish monitoring in the Colorado River and Little
Colorado River.
The requirement includes one base quantity of 24,000 preloaded 12mm PIT tags and two optional quantity line items of 6,500 additional PIT tags each. The base quantity is required on or before August 31, 2026. Optional quantities, if exercised, are required on or before September 10, 2026, and September 20, 2026. The optional quantity line items do not represent option years or recurring periods of performance.
Delivery is required to Flagstaff, Arizona.
Minimum Requirements
• 12mm Passive Integrated Transponder (PIT) tags.
• Preloaded into PIT tag needles so the tags are injectable using PIT tag guns.
• Compliant with ISO 11784/11785 FDX-B specifications.
• Activated by a 134.2 kHz electromagnetic field.
• Suitable for fisheries monitoring in riverine environments.
• Reliable read range and detectability on autonomous antenna systems used for fisheries monitoring redetections.
• Compatible with the Government’s existing Biomark PIT scanners, Biomark PIT tag guns, and autonomous antenna systems, or supported by technical data demonstrating equivalency and compatibility with that operating environment.
• Standard product documentation, including product specifications, tag identification/tag-code data, lot or batch information, handling/storage instructions, and warranty information, if customarily provided.
• Delivery by the required base delivery date and optional quantity delivery dates, if exercised.
Basis for Single Source
The requirement is not for generic PIT tags. The required PIT tags must maintain compatibility, read range, detectability, and data continuity within the Government’s existing Grand Canyon fisheries monitoring environment.
Biomark 12mm PIT tags have an established history of use in the Grand Canyon monitoring program and known performance with the Government’s existing PIT tag scanners, PIT tag guns, and autonomous antenna systems. Use of PIT tags without demonstrated Grand Canyon-specific read range and detectability would create unacceptable risk to detection reliability, data comparability, and continuity of monitoring data across study years and monitoring sites.
Market research was conducted, including Request for Information / Sources Sought Notice 140G0326Q0182 for PR0044050297. One response was received. The response was reviewed by the project office. The response demonstrated general commercial PIT tag manufacturing capability; however, it did not demonstrate technical acceptability for this requirement because it did not establish known read range, detectability, compatibility, or performance history on the Government’s Grand Canyon antenna systems or with Grand
Canyon fishes.
Based on market research and the technical compatibility requirements, Biomark, Inc. is the only source reasonably available to meet the Government’s requirement without unacceptable performance, compatibility, data-continuity, and data-integrity risk.

Response Instructions
All responsible sources may submit a capability statement by the closing date of this notice. Capability statements must demonstrate the ability to meet the technical, compatibility, delivery, and documentation requirements identified above.
Capability statements must include technical documentation demonstrating established read range, detectability, compatibility, and performance history on Grand Canyon fisheries monitoring antenna systems, or sufficient technical data demonstrating equivalency in the Government’s operating environment. General
ISO compliance or general commercial PIT tag availability, without support for the Government’s specific operating environment, may be insufficient.
The Government will consider timely capability statements received. A determination not to compete this proposed action remains within the discretion of the Government.
Submissions must be sent by email to Joel Berberena, Contracting Officer, at joel_berberena@ios.doi.gov, and must be received no later than the date and time posted with this notice. Responses received after the deadline or through other means may not be accepted or considered.
