About this file
This notice announces the intent to solicit and negotiate a sole source contract with SmithGroup Inc. for design development drawings and construction documents for restoration of the Dorchester Heights Monument. The National Park Service intends to award a contract to SmithGroup by December 7, 2020 as they are the original designer and have unique expertise to complete the specifications and drawings without duplication of costs. As the incumbent, only SmithGroup can assume the current design and recertify existing infrastructure plans without unacceptable project delays. Interested parties have 30 days to submit capability statements for consideration, though award is expected to SmithGroup due to their specialized experience and ownership of design documents. The estimated costs are above the simplified acquisition threshold. The related opportunity is for monument restoration services including drawings and construction phases, to be awarded by the Department of Interior National Park Service National Office.

Text version
Notice of intent to solicit and negotiate with only one source under the authority of 6.302. In accordance with FAR 5.203(d), the NPS hereby allows a 30-day response time from the date this notice is posted before issuance of award for architect-engineer services. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
The National Park Service, Denver Service Center, 12795 W. Alameda Pkwy, Lakewood, CO 80227 intends to solicit and negotiation a sole source requirement with SmithGroup Inc. 1700 New York Ave NW 100, Washington DC 20006-5200 under the FAR Authority 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is to provide Design Development Drawings (DD) and Construction Documents (CD), with sufficient detail to implement the structural repair and restoration of the commemorative tower at Dorchester Heights Monument including; foundation, superstructure, exterior enclosure, roofing, interior, stairs, HVAC/ ventilation, electrical and required site improvements to promote positive drainage away from the monument.
As the designer and engineer of record, SmithGroup has the unique capability to complete the specifications and drawings, where as another firm would be required to duplicate the entire effort, creating a substantial duplication of cost to the Government that is not expected to be recovered through competition. The time it would take a new firm to assume the current design, review, and re-certify the existing design of the infrastructure would create unacceptable delays in fulfilling the agency’s requirements. The estimated costs are above the simplified acquisition threshold and award is expected to be completed December 7, 2020.
