STATEMENT OF WORK

FOR

ULTRA PRECISION VISIBILITY PARTICULATE SENSOR

14 JUL 2022

I. BACKGROUND: The Air Force Institute of Technology (AFIT) graduate students and staff are investigating and modeling the impact of relatively large atmospheric particulate, including dust, sand, cloud/rain/fog droplets, ice crystals and their physiochemical properties on weapons, sensors, and communications capabilities. By degrading visibility as well as general air and surface conditions, these particulates also affect air base and space launch operations, not to mention weapon system mission availability rates. AFIT students are attempting to improve association of routine aviation weather report (i.e. Meteorological

Terminal Air Report, METAR) parameters such as visibility with predictors of weapons effects at target; sensors' ability to find, fix, track and identify targets of interest; and the bit error rate of free space optical communications.

II. SCOPE: AFIT students and staff require a sensor, which can distinguish atmospheric particulate (e.g. precipitation) and effects on visibility. Additionally, the sensor shall enhance students' ability to correlate visibility with particulate type, droplet size distributions, droplet fall speeds, and scatter properties. The sensor shall be deployed for extended periods: long-duration characterizations will help to amplify such correlations.

III. MINIMUM TECHNICAL REQUIREMENTS: The following specification lists the minimum requirements for the Ultra Precision Visibility Particulate Sensor. Objective requirements are also highlighted when available.

1. The instrument shall function 24/7 unattended—consistently and reliably—to characterize ambient atmospheric aerosol particulate in both controlled range settings and remote environments, as well as in extreme weather.

2. The system shall be able to qualify and report ‘present weather’ particulate types including: ‘haze’, ‘fog/freezing fog’, ‘mist’, ‘freezing rain/drizzle’, ‘drizzle’, ‘rain’, ‘hail’, ‘ice pellets’, ‘snow pellets’, ‘ice crystals’, ‘snow grains’, ‘snow’, and dust/sand.

3. The system shall be capable of detecting singe droplets or particulates at sample rates of 5Mhz or greater.

4. The system shall be able to quantify droplet and/or particulate size distributions— ranging from at least 0.1 through 30 millimeters (mm)—and fall speed distributions ranging from at least 0 through 10 meters/sec (m/s), respectively. The system shall be capable of at least 40 size and 25 fall speed distribution bins, respectively.

5. Quantifies and reports visibility with ranges spanning 1m through at least 100km.

6. The recorded visibility shall have an accuracy of at least plus or minus one meter for visibility up to 10 meters, beyond which the reported accuracy shall be at least +/- 10% to ranges of 10km and at least +/- 20% to ranges of 100km.

7. System shall employ algorithm to ignore / compensate for flying insects

8. System sensor downward-looking orientation shall minimize solar contamination;

heating shall minimize ice/snow obstruction of system sensors.

9. Operating environment: -55C to +65C; ambient relative humidity: 0 – 100%

10. Instrument (sensor unit) dimension and weight shall not exceed 15x25x35 inches nor

20lbs., respectively.

11. The system shall include tower/mast as well as accessories to mount on top of the mast and as an option via horizontal cross-bar.

12. Power requirement: 100-240VAC

13. Instrument / data interface shall be available via RS232, RS485 and ethernet

14. Instrument control and data analysis software shall be configured to be compatible with

Microsoft® Windows operating systems and software, to simplify set up, operation, data collection, and analysis.

IV. QUALIFYING COUNTRY PRODUCTS: All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with

Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.

V. DELIVERY: The contractor shall deliver the Ultra Precision Visibility Particulate Sensor defined in this Statement of Work to the location identified in this section.

A quantity of one Ultra-Precision Visibility Particulate Sensor maintenance kits shall be delivered to the location noted below within 120 days after the receipt of order:

Location of delivery:

AFIT/ENP

2950 Hobson Way, Bldg. 640

Wright-Patterson AFB, OH 45433

Government Point of Contract (POC): At contract award, a (Point of Contact) will be identified and the Contractor shall coordinate additional delivery details with the

Government POC.

VI. WARRANTY: Items delivered under this requirement shall be free from defects in material and workmanship upon delivery. Warranty shall be honored by contractor for all items delivered for this requirement for at least one (1) year after receipt under normal and proper use in accordance with the maintenance manual.

VII. INVOICE AND PAYMENT: The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.

1. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.

VIII. DELIVERY PROCEDURES COMMERCIAL VEHICLES: All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base

Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.

1. Vehicles to be inspected include, but are not limited to, the following:

i. Step van/panel truck

ii. Tractor/trailer, box, and flatbed containing cargo

iii. Tanker trucks

iv. Box Trucks

v. Tour buses

vi. Garbage/recycled waste trucks

vii. Concrete trucks/mixers, dump trucks

viii. Cranes, recreational vehicles, petroleum tanker

2. This inspection shall be conducted at Gate 16A located off State Route 444. The following are exceptions to vehicles utilizing the CVDG:

i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.

This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours.

All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be

15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

ii. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or

Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.

iii. Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre-clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the

CVDG will contact the receiving agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB.

Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
