About this file
This is a Notice of Intent document related to a sole source procurement for a Thermofisher service and maintenance agreement for QuantStudio 5 instruments (Solicitation Number 68HERW26P0221). The procurement is being conducted by a federal agency seeking to establish or renew a service and maintenance contract specifically for Thermofisher QuantStudio 5 laboratory instruments. The solicitation is designated as a Limited/Sole Source Justification opportunity, indicating that the government has determined that only one contractor (presumably Thermofisher Scientific) is capable of providing the required services due to the proprietary nature of the equipment or specialized expertise required.
The Notice of Intent serves to inform potential contractors and the public of the government's intention to proceed with this procurement and may request feedback or objections to the sole source justification before formal award. While specific response dates, pricing terms, and award dates are not detailed in this summary document type, the procurement is for service and maintenance support of QuantStudio 5 instruments, which are real-time PCR (qPCR) systems used in laboratory settings. Interested parties should monitor the Federal Procurement Data System (FPDS) or SAM.gov for additional solicitation documents, technical specifications, and any deadlines for submitting inquiries or protests regarding the sole source determination.

Pre-Solicitation Notice of Intent to Sole Source
Contracting Activity: U.S. Environmental Protection Agency (EPA), Office of the Chief Procurement Officer (OCPO), Water, Tribal, and Science Division (WTSD)
Description of Services:
The EPA requires services for maintaining and recertifying three government-owned QuantStudio 5 instruments at the EPA AWBERC facility at 26 West Martin Luther King Drive, Cincinnati, Ohio, 45268.
Thermofisher, DBA as Life Technologies, is the manufacturer of the instruments, making them uniquely qualified for recertification and preventive maintenance. This acquisition is anticipated to be a firm-fixed price purchase order for base + 4, 12-month option years.
The North American Industry Classification System (NAICS) code is 811210 – Electronic and Precision Equipment Repair and Maintenance. The product and service code (PSC) is H349 – Inspection-maintenance and repair shop equipment.
Acquisition Procedures:
The EPA intends to award a sole source purchase order to Life Technologies in accordance with RFO FAR 6.103-1(b) and simplified acquisition procedures in accordance with FAR part 12. Competitive quotes were received, however, as the manufacturer of the equipment, Life Technologies, has better access to parts and based on previous history with this vendor, they are more responsive to service requests. They are also the only ones in the area approved to work on this proprietary equipment and doing otherwise would void the warranty. The sole source justification will be made publicly available in accordance with RFO FAR 6.301.
Life Technologies is the only known source able to satisfy this requirement. Notwithstanding, in accordance with RFO FAR 5.101(c)(4)(vi), responsible sources may elect to submit a capability statement, proposal, or quotation. A determination not to compete the proposed firm-fixed-price contract based upon the responses received to this notice is solely within the discretion of the Government. Responses to this notice must be submitted to the contracting officer, Paige Long, at long.paige@epa.gov no later than August 26, 2026. Telephone responses will not be honored. Estimated award date is August 28, 2026.
