About this file
This is a Notice of Intent to Award to Single Source issued by the 700th Contracting Squadron at Kapaun Air Station in Kaiserslautern, Germany, dated March 26, 2026. The Department of the Air Force intends to award a firm-fixed price contract to Kymeta Government Solutions Inc. (CAGE: 75E30) located in Redmond, Washington for a one-year period to support the 1st Combat Communications Squadron (1 CBCS).

The Osprey u8 terminals are ruggedized, multi-orbit and multi-network broadband systems providing on-the-move communication capabilities across diverse European and African terrains. The service plan includes 3TB per year of combined Low Earth Orbit (LEO) and Geostationary Orbit (GEO) satellite data usage (user's choice), with GEO capability of 5 x 2 Mbps and LEO capability of 100 x 20 Mbps, supporting up to five terminals pooled together. This requirement is for a single-source contract with Kymeta Corporation to provide equipment and associated services for one year to support the 1st Combat Communications Squadron (1 CBCS) in achieving "on the move" communication and broadband capabilities which are critical to the unit's warfighting function. This will be accomplished through ten (10) Kymeta Osprey u8 terminals, a versatile and ruggedized solution providing multi-orbit, multi-network broadband access via unique embedded technology not available in other terminals, ensuring continuous network connectivity in the most rugged conditions. The contract includes ten (10) fully functional Osprey u8 terminals and a one-year service agreement for the 1 CBCS to maintain critical communication capabilities and effective mission execution.
The 1st Combat Communications (1 CBCS) requires reliable and high-bandwidth communication capabilities across diverse and challenging terrains throughout Europe and Africa to meet mission-critical requirements. These communication capabilities are essential for maintaining situational awareness, coordinating operations, and ensuring the safety and effectiveness of our personnel. For the past year, we have successfully utilized Kymeta's solutions to support these critical operations, gaining direct firsthand experience with the performance and reliability of their technology.
A determination by the Government not to compete this proposed contract, other than to the single source identified, based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
