About this file
This document is a Broad Agency Announcement (BAA) from the Department of the Air Force, Air Force Research Laboratory (AFRL), Air Warfare Directorate, soliciting innovative solutions for hypersonic weapon concept development. The call, named "Rapid Maturation and Demonstration of Hypersonic Weapon Concepts," seeks weapon concepts capable of sustained Mach 5 flight with a range over 500 nautical miles, with no specific payload requirements. Offerors are encouraged to explore modular open systems architectures (MOSA) and leverage digital engineering and advanced manufacturing techniques.
The solicitation will follow a two-round evaluation process: Round 1 involves white paper submissions, with meritorious submissions invited to submit full technical and cost proposals in Round 2. The specific technical objectives, evaluation criteria, anticipated funding, performance period, and submission instructions will be detailed in a forthcoming call, expected to be posted as an amendment to the parent BAA on SAM.gov within the next 30 days. Technical point of contact is Lt Col. Isaac Putnam, and the contracting point of contact is Eric Carretta.

Broad Agency Announcement: FA2391-23-S-2403 Pioneering Aerospace Capabilities, Engineering and Research (PACER)
CALL Name: Rapid Maturation and Demonstration of Hypersonic Weapon Concepts
The Department of the Air Force, Air Force Research Laboratory (AFRL), Air Warfare Directorate (RA), hereby provides notice of its intent to issue a focused call under the active Broad Agency Announcement (BAA) entitled, “Pioneering Aerospace Capabilities, Engineering & Research (PACER)” (Solicitation Number FA2391-23-S-2403).
This anticipated call will solicit innovative solutions for rapid maturation and demonstration of hypersonic weapon concepts capable of sustained Mach 5 flight and >500 nm range with no specific payload requirement. Offerors are encouraged to consider modular open systems architectures (MOSA), together with aggressive application of digital engineering and advanced manufacturing techniques (e.g., printing/growing complex propulsion flow paths as a single piece). The evaluation process will be conducted in two rounds: Round 1 will consist of white paper submissions from interested offerors. Meritorious white papers will receive encouragement, and those offerors will be invited to submit full technical and cost proposals in Round 2.
Specific technical objectives, evaluation criteria, anticipated funding, period of performance and submission instructions will be detailed in the forthcoming call.
The call is expected to be posted as an amendment to the parent BAA on SAM.gov within the next 30 days. Interested parties are strongly encouraged to monitor SAM.gov for the official release of the Call and any associated attachments.
Technical Point of Contact: Lt Col. Isaac Putnam, Program Manager
